Sheila Murty comes to OCF with over 15 years’ experience in human resources and management. As the Vice President of Operations, Sheila has responsibilities for OCF’s Human Resources and Culture, Information Technology and Administrative Operations. She also leads the organization's Equity-Diversity-Inclusion commitment and priorities with the executive sponsorship of the CEO and the board.

Previously, Sheila was the HR Director at Legacy Health, where she headed their talent acquisition, compensation and HR information technology areas for the Oregon based non-profit health care system with approximately 10,000 employees and 6 hospitals in the area.  She provided strategic human resources support to senior leadership and managed the operations of each area with a focus on service excellence and led numerous key workforce and business initiatives for the organization including system implementations, staffing a new hospital from the ground up, launched an employee pride campaign, streamlined operations to improve capacity. She also served as Legacy’s diversity officer and led Legacy’s intentional effort to formalize their Diversity, Equity and Inclusion strategy and was instrumental in building a measurable work plan that guided the integration of diversity, inclusion and cultural competency into the core of their business. She formed and co-chairs the system wide Diversity Advisory Council for Legacy Health, a 26 member entity that serves to ensure progress is achieved in the diversity agenda. She led the organization to increase the diversity of the leaders and workforce, create employee resource groups, improve minority contracting efforts and improve the cultural competency education for front line caregivers and leaders.  She currently serves on the board of Partners in Diversity and the Portland Human Resources Management Association. 
 
Sheila holds a MBA from Portland State University and earned her Bachelors of Science from Oregon Health Sciences University in Portland Oregon.  Sheila was born in Malaysia, moved to Oregon as a college student and never left this beautiful state.  She is married and has three children and resides in North Portland.
