Clackamas County's Office of County Counsel is looking to fill a Legal Counsel position with a candidate that has experience and expertise in general transactional and advisory work. Clackamas County is considering candidates meeting the Legal Counsel 2 or Legal Counsel, Senior classification requirements.
The Clackamas County Office of County Counsel is the in-house legal department for the County. Attorneys within the Office of County Counsel provide a broad range of professional civil legal services to County officials, management and staff.
The Legal Counsel 2 is a journey level classification with responsibility for assisting County Counsel and Legal Counsel Senior staff in providing general legal assistance to County Departments. Incumbents perform a variety of professional legal work and research for assigned County departments, divisions or service districts by providing oral and written advice; assisting higher level attorneys with complex or extensive litigation (specific litigation is handled by litigators); preparing and reviewing contracts, ordinances, resolutions, orders and other legal documents; conducting negotiations related to real property transactions or environmental matters; providing general counsel on issues specific to local governments such as public contracting and procurement, boundary issues, special districts, finance and audit; representing the County in administrative hearings or other legal matters; and serving as backup for any legal specialty.
The Legal Counsel 2 differs from Legal Counsel, Senior which has responsibility for a major legal specialty for assigned County departments and oversees legal projects and project teams of other legal staff. It also differs from the Legal Counsel 1 which performs entry level professional legal work.
The Legal Counsel, Senior reports to the County Counsel and is an advanced journey level classification with independent legal responsibility for assigned County departments and a major legal specialty, such as tort litigation, land use, bankruptcy, tax matters, code enforcement, labor relations, foreclosures, real property and development, environmental matters, or civil forfeiture. In addition to the tasks described above associated with the Legal Counsel 2 position, incumbents oversee projects and project teams with other attorneys and legal assistants and may be assigned as a primary backup for a major legal specialty and department. The Legal Counsel, Senior may represent the Office of County Counsel in the absence of the County Counsel.
