The Oregon Health Authority Health Systems Division - Child, Adolescent and Family Behavioral Health Services Section is recruiting for a Child & Family Behavioral Health Program Specialist located in Salem, Oregon. The purpose of this position is to provide leadership, coordination, and oversight for statewide mental health programs and treatment service delivery systems for children's mental health. It requires specialized and advanced knowledge of assessment, diagnosis, and treatment of mental health disorders in children and adolescents. Further, funding from federal partners is dependent on successful execution of grant application awards.

What you will do!
You will identify program development needs, including administrative, legislative and funding changes to improve the effectiveness of services. The policies you develop are used to guide the implementation of trauma prevention and mental health treatment services delivered in all counties and tribes.

As a subject matter expert, you provide high level analysis, coordination, and technical guidance and will lead implementation of eCANS data collection and monitoring with internal and external entities. Additionally, you will support long range administration of a data system for children receiving intensive services.

This role requires that you initiate and conduct special studies related to Dually Diagnosed (IDD/MH), Tribal youth and Transgender youth to improve system effectiveness and change. This includes developing and implementing evidenced-based, culturally competent, trauma informed, and developmentally appropriate treatment options.

In the capacity of OHA Tribal Liaison, you will assist tribes and tribal organizations to create comprehensive mental health services. In concert with the Tribal Affairs Director, you will develop and communicate programs applicable to members of the Oregon Tribes, such as suicide prevention, peer support, Wraparound and Trauma Informed Care.

MINIMUM QUALIFICATIONS
NOTE: The goal of this recruitment is to fill this position at the Program Analyst 3 level. However, we encourage candidates who meet the minimum qualifications for a Program Analyst 2 to apply, as we may consider under-filling this position until the selected candidate meets the minimum qualifications for a Program Analyst 3. An under-fill training will not exceed two (2) years.

Program Analyst 3 ($4545.00-6652.00)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to Behavioral Health; AND four (4) years of experience coordinating or administering a program related to children and families behavioral health systems.
OR
Any combination of experience or education equivalent to seven (7) years of experience coordinating or administering a program related to children and families behavioral health systems.

Program Analyst 2 ($4144.00-6050.00)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to Behavioral Health; AND two (2) years experience coordinating or administering a program related to children and families behavioral health systems.
OR
Any combination of experience or education equivalent to five (5) years of experience coordinating or administering a program related to children and families behavioral health systems.
