The eligible list created from this recruitment may be used to fill future regular, limited duration, full or part-time, temporary, or on-call positions.

As the Equity and Inclusion Manager, you will report to the DCHS Deputy Director. You will design and implement strategies and initiatives to achieve equity and inclusion goals. You will provide advice, guidance and support to the department Executive Management Team on issues related to staff, community partners and recipients of services. You will lead staff development and training efforts and participate in recruitment and retention activities in support of the DCHS aspirational strategies and vision to enhance workforce equity and inclusion. You will also be the DCHS liaison for the Office of Diversity and Equity and collaborate with other departments, committees, interagency task forces and special projects.

Primary responsibilities include:

--Working with Division Directors and Department leadership, work units, and the Diversity, Equity and Social Justice Committee to develop a department-wide workforce equity plan
--Working with DCHS research staff to implement and monitor relevant metrics
--Gathering and analyzing data from surveys, focus groups, and executive interviews
--Providing guidance on the DCHS budget from an equity standpoint
--Serving as the subject matter expert in consulting services across DCHS and to other departments, the general public, and outside agencies
--Collaborating with Human Resources to ensure that recruitment, hiring, retention, performance management, promotion, and other policies and practices are aligned with the County's Equity Lens and our commitment to be an equal opportunity employer
--Partnering with trainers and internal stakeholders to design and deliver training programs that support equity and inclusion
--Serving as a resource for employees of diverse backgrounds and referring employees to appropriate Employee Resource Groups
--Building relationships with internal and external partners
--Representing DCHS to the public, elected officials, and other agencies in presentations
--Managing difficult conversations among staff and management about equity, inclusion and the Department's progress towards achieving its goals

The ideal candidate will demonstrate:

--Knowledge and understanding of the issues surrounding equity, diversity, inclusion, implicit bias, institutional racism and other systemic oppressions, and access to public goods and services
--Knowledge and understanding of cultures, customs and social experiences of communities suffering from marginalization and barriers to opportunity
--Knowledge and understanding of equity and empowerment frameworks for policy, program, and organizational decision-making
--Knowledge and understanding of trauma-informed practices that actively resist re-traumatization of individuals and communities
--Knowledge and understanding of the principles and practices of workforce development
--Ability to establish and maintain culturally effective working relationships with individuals from a wide range of identities and backgrounds
--Ability to apply mediation practices, to tolerate ambiguity and turbulence, to maintain confidentiality, and to model these competencies for others
