The Oregon Health Authority Health Systems Division - Child, Adolescent and Family Behavioral Health Services Section currently has a fantastic opportunity for a Fitness to Proceed Analyst (Operations and Policy Analyst 2) in Salem, Oregon.
The purpose of this position is to coordinate and maintain the fitness to proceed statutory requirements. Juveniles have a constitutional right to raise the issue of fitness to proceed. This position will coordinate and oversee the qualification standards for persons or agencies that provide restorative services, develop and update Oregon Administrative Rules for the Fitness to Proceed statute, develop training standards for evaluators, maintain and provide the courts with a current list of qualified evaluators, create and administer contracts with providers to administer restorative services and collect and analyze data related to fitness to proceed. This position will work to ensure that trauma informed behavioral health services and continuity of care are accessible to children at risk of or involved in juvenile departments.
What you will do!
You will analyze administrative rules, contracts, financial and programmatic data to provide technical assistance and guidance to direct mental health treatment professionals, contracted service providers, Community Mental Health Programs, juvenile court system, families, advocacy organizations, and representatives of other child serving systems. Your decision making directly affects program services and changes to the overall program.
You will serve as liaison and provide technical assistance to county juvenile departments and Oregon Youth Authority regarding behavioral health programming, evidence based practice and process of treatment transition in and out of custody. You provide technical assistance and access to training on trauma informed care, suicide prevention, child development and involvement in Wraparound/system of care principles.

Qualifications, Required & Requested Skills
A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree related to Behavioral Health/Social Work/Criminal Justice and two (2) years professional-level evaluative, analytical and planning work related to children and families behavioral health systems and/or juvenile justice.
Any combination of experience and education equivalent to five (5) years of professional-level evaluative, analytical and planning work experience that typically supports the knowledge and skills for the classification related to children and families behavioral health systems and/or juvenile justice.
