The goal of this recruitment is to fill this position at the Program Analyst 3 level. However, we encourage candidates who meet the minimum qualifications for a Program Analyst 2 to apply, as we may consider under-filling the position until the selected candidate meets the minimum qualifications for a Program Analyst 3. Underfill training will not exceed two years.

The Oregon Health Authority (OHA), Public Health Division (PHD), Health Security, Preparedness and Response (HSPR) Program in Portland, OR is seeking a SERV-OR Volunteer Coordinator to manage the State Emergency Registry of Volunteers in Oregon (SERV-OR) program. This position assures the business needs of the SERV-OR and the Medical Reserve Corps (MRC) systems are achieved in a timely, efficient and cost-effective manner by collaborating with outside partners and government agencies to ensure compliance with the Federal Emergency System for the Advance Registration of Volunteer Health Professionals (ESAR-VHP).

What will you do? As the SERV-OR Volunteer Coordinator, you will manage, develop and coordinate program volunteers as well as identify and monitor project needs, resources, tasks and risks involved to assure project success. You will develop and maintain a new system to verify and approve volunteer health professionals and build a strategic plan for both the volunteer registry and identification badge IT systems. In addition, you will identify and develop quality improvement methods to determine the effectiveness of both IT systems.While in this role, you will coordinate the SERV-OR Advisory Committee and serve as the MRC State Coordinator, coordinating the development of the strategic direction for the volunteer program. You will train all administrators on the SERV-OR system. In addition, you will develop statewide marketing plans and manage the SERV-OR volunteers as well as the State Managed Volunteer Pool Members (SMVP) through training and evaluation. You will also lead the Medical Reserve Corps (MRC) program efforts by assessing and communicating needs for future projects.The SERV-OR Volunteer Coordinator assembles and leads meetings with the SERV-OR project team, MRC unit administrators, community partners, stakeholders and local health departments throughout the state to define scope, requirements, and other ongoing aspects of the SERV-OR system as well as clarify data system criteria to ensure that reports meet federal requirements. Finally, you will evaluate project performance against short and long range goals and ensure project deliverables are within budget by identifying ways to improve project outcomes, efficiency and cost effectiveness.

MINIMUM QUALIFICATIONS
Program Analyst 3 Requirements
A Bachelor's Degree in Public Health, Business or Public Administration, Behavioral or Social Sciences, or a degree related to related to emergency preparedness, public health, public administration or personnel management ; AND four years of experience coordinating or administering a program related to emergency preparedness, public health, public administration or personnel management;
OR
Any combination of experience or education equivalent to seven years of experience coordinating or administering a program related to emergency preparedness, public health, public administration or personnel management.

Program Analyst 2 Requirements - Underfill Option
A Bachelor's Degree in Public Health, Business or Public Administration, Behavioral or Social Sciences, or a degree related to related to emergency preparedness, public health, public administration or personnel management ; AND two years of experience coordinating or administering a program related to emergency preparedness, public health, public administration or personnel management;
OR
Any combination of experience or education equivalent to five years of experience coordinating or administering a program related to emergency preparedness, public health, public administration or personnel management.

SPECIAL QUALIFICATIONS
Must complete the following Incident Command System (ICS) courses within 180-days of hire and be willing to attend other ICS courses as directed: ICS-100, ICS-200, ICS-300, and ICS-400.

REQUESTED SKILLS
Background in organizational development, grant management, project management, emergency preparedness, management, and/or public health informatics and information systems.
Ability to facilitate emergency preparedness training and activities with public health executive-level, supervisory, and line staff, and other health care professionals.
Experience managing volunteers, which includes recruitment, screening, onboarding, coordinating in the field, recognizing, and retaining.
Experience planning and coordinating multiple training events and exercises simultaneously.
Working knowledge of quality improvement processes and project management.
Knowledge of emergency management planning concepts and public health systems.
Demonstrated skill in communicating effectively with federal, regional, local, state and non-governmental public health and public safety staff, including management and policy-level officials.
Excellent demonstrated verbal and written communication skills.
Proficient in Word, Microsoft Project, Publisher, Adobe Acrobat, and html to prepare and revise documents for release to the public in various formats for electronic transmission,.
Experience in Internet connectivity and associated software, hardware, and communication components.
Experience in distance-learning technology, cellular phones, satellite phones, and radio communications.
Experience promoting a culturally competent and diverse work environment.
