Employment and Educational Support Specialist

Full-time: 40 hours Per Week / Non-Exempt

Reports to: Refugee Program Manager


This position is responsible for providing employment readiness and educational support services to newly arriving refugees in the Refugee Services Program. This position will support both the Match Grant program for refugees seeking early self-sufficiency, and the Oregon Refugee School Impact Project (ORSIP) assisting newly arrived refugee children to strengthen their academic performance. This position will work with refugee families in both Portland and Salem, OR.


Employment Readiness Services

Provide employment readiness services and job coaching to refugees enrolled in Match Grant program to achieve early self sufficiency program.

Assess job skill and employment history of all enrolled clients.
Develop and provide workforce expectation orientation in collaboration with Refugee Program Manager.
Act as a liaison between employers and clients.
Track and monitor job placement and retention outcomes for program.
Ensure all required client files and data is entered in a timely manner per contract regulations.
Provide additional support to clients facing unique barriers towards reaching self-sufficiency.
Provide links to English as a Second Language (ESL) classes, transportation and child care options.
Assist, communicate, coordinate and work with volunteers that are assisting refugees in employment readiness, job coaching, and ESL services.
Provide support and assistance to other Resettlement and social service staff in a manner consistent with Catholic Charities Board Policies and Code of Ethics.
Adherence to Catholic Charities policies and procedures.
Perform other duties as assigned.

Educational Support Services

Assist newly arrived refugee children and families to strengthen their academic performance as a part of the Oregon Refugee School Impact Project (ORSIP)
Facilitate and coordinate the summer and spring break programming for refugee children.
Maintain regular communication with case managers regarding newly arriving refugees with school-aged children..
Disseminate information to school contacts on program activities
Contact parents of newly arrived children and youth to disseminate information on program services.
Provide first-day-of-school orientation to students enrolled in ORSIP.
Provide parent orientations on US regular public school system.
Maintain regular contacts with schools to monitor progress of students.
Develop, implement, and monitor "School Readiness" summer program for refugee elementary school aged children.
Complete monthly Questionnaires to monitor student progress.
Refer students to academic support services (homework clubs) and appropriate afterschool programs (e.g. SUN) and activities.
Conduct school enrollment activities.
Introduce and connect volunteers to students.


Bachelor's Degree or equivalent experience required.
Must have knowledge of and experience with the US regular public school system and with US workforce.
Prior experience providing educational services, employment readiness or case management services strongly preferred.
Ability to speak a second language, such as Arabic, Farsi, Dari, Swahili, French, Somali or Nepali preferred
Prior experience with interviewing and hiring processes preferred.
Experience providing case management support, information and referrals and advocacy strongly
Must be a strong advocate for refugee children/youth and families.
Knowledge and experience working with diverse populations including refugees and migrants.
Intermediate proficiency in all programs of Microsoft Office.
Demonstrated judgment and discretion in dealing with confidential matters.
Commitment to Catholic Charities mission to work in partnership with vulnerable populations to achieve lasting solutions to poverty and injustice.
Must be able to organize and prioritize work, be proactive, take initiative, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner.
High attention to detail required.
Excellent written and oral communication skills.
Strong analytical and strategic problem-solving skills.
Ability to work well in team setting, as well as independently; be flexible and adapt well to different dynamics in a fast paced work environment.
Ability to work a flexible schedule, which including some evenings and weekends.
Ability to lift 50 pounds including furniture when needed.
Travel between Portland and Salem required. Must have driver's license, access to vehicle and ability to obtain automobile insurance at levels required by agency (100/300/100).
Satisfactory results from criminal, civil and/or motor vehicle background check required
