Employment & Economic Opportunity Services Program Manager

Full-time; (40 Hours/week) Exempt

Reports to: Executive Director


The Employment and Economic Opportunity Program Manager, will oversee and manage all partnerships and internal El Programa Hispano Catolico (EPHC) services that promote the economic mobility of all members of our community; this position will manage and further develop existing partnerships, seek new grants and collaboration with governmental, private and not for profit organizations. It will promote integration of all internal and external programs to offer a comprehensive array of services that will promote upward economic mobility of our participants.


Oversee the coordination and logistics of the VITA program (Volunteer Income Tax Assistance).
Actively participate in meetings and decisions in collaboration with IRCO, NAVA, SEI, Urban League, Human Solutions and Latino Network for the Collaborative Economic Opportunity Program
Actively participate in meetings and decisions in collaboration with IRCO, NAVA, SEI, Urban League and Human Solutions for the Community Works
Prepare weekly jobs list by gathering information from web sites and partner agencies.
Prepare quarterly and annual reports for assigned
Prepare and manage annual budgets and assist the finance department providing all relevant information for invoicing.
Oversee and ensure data is being entered into funders and EPHC
Oversee the hiring, training, and evaluation of all assigned program
Ensure that all record-keeping- including intakes, assessments, service plans, progress notes, financial verification forms, and all other documents adhere to EPHC standards/guidelines of service delivery and Code of Ethics as well as the
Ensure that the programs and services meet contractual requirements and outcomes and adjust program delivery according to contractual specifications.
Collect and maintain statistics about the programs and services.
Actively seek new grants, partnerships or collaborations to close identified gaps in
Take an active role developing programmatic and budgetary
Plan and facilitate Program staff meetings and regular individual supervision meetings with Perform annual personnel evaluations.
Evaluate quality of services and develop improvement plans.
Maintain a collaborative relationship with EPHC staff and other partner agencies.
Ensure effective management of cost centers and staff
Support the overall mission of
Effectively represent EPHC in the local

Must be bilingual (Spanish/English) and bi-culturally competent.
Excellent communication skills, both verbally and in writing in Spanish and English.
Bachelor's degree or equivalent experience required.
Minimum of five years' experience providing social services and/or working with Latino clientele.
Minimum of one year of experience managing a social service program and supervising personnel.
Ability to demonstrate strong supervisory and managerial skills and abilities.
Experience and knowledge working with a broad range of issues affecting Latinos/Communities of Color in the community.
Experience with community networking and organizing.
Demonstrated experience in facilitating and delivering trainings and presentations.
Excellent proficiency in all programs of Microsoft Office; experience with data entry and management required.
Demonstrate judgment and discretion in dealing with confidential matters.
Must be able to organize and prioritize work, be proactive, take initiative, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner. High attention to detail required.
Willingness to learn new skills and take on new responsibilities.
Strong analytical and strategic problem-solving skills.
Ability to work well in team setting, as well as independently; be flexible and adapt well to different dynamics in a fast paced work environment.
Ability to work a flexible schedule, which could include some evenings and weekends.
Ability to support organizational and program specific mission and goals.
Ability to lift 40 pounds.
Must have driver's license, ability to obtain automobile insurance at levels required by agency (100/300/100).
Satisfactory results from civil, criminal and motor vehicle background check required.

COMPENSATION: Starting pay rate is $45,000/year. Compensation is commensurate with skills and experience.
