Billing Specialist

Full-time: 40 hours/week; Non-exempt

Reports to: Chief Financial Officer


The Billing Specialist is responsible for billing and Accounts Receivable (A/R) processes in the Finance Department for all contracts and grants for El Programa Hispano Catolico (EPHC). This position will be involved in supporting the creation of a multi-site financial office and structure for EPHC. This position works very closely with the Chief Financial Officer as well as EPHC Program Managers and is a strong, contributing member of the organization. This position will be working at both the Catholic Charities Southeast Portland office and the EPHC Gresham office.


Process monthly contract & grant billings by gathering eligible costs and producing billings in a manner consistent with the requirements of each individual grant or contract.
Receive, sort, and post incoming payments against appropriate billings.
Monitor A/R balances, following up on items with payment variances or no payments received.
Become familiar with grant and contract terms to ensure the accuracy of billable costs.
Create budget vs actual reports for each billing to assist in monitoring appropriate spending levels.
Provide billing projections to help planning for future spending.
Interact with funding agencies in order to clarify and meet various grant and contract terms.
Research variances to ensure accuracy of billing reports.
Maintain contract files, ensuring that all terms are met in a timely manner.
Coordinate with Program Managers and staff on A/R needs and revise procedures as necessary.
Assist in Program audits as needed.
Track contact client direct assistance payments and backup documentation.
Run general ledger reports and conduct variance analysis.
Participate in trainings and coordination meetings as requested by Management.
Adherence to Catholic Charities policies and procedures.
Perform other duties as assigned.


Bachelor's degree in accounting, finance or related field or equivalent experience required.
Minimum 2 years' related experience.
Bilingual (Spanish/English) strongly preferred; bi-culturally competent preferred.
Strong computer skills with demonstrated proficiency (intermediate to advanced) in Microsoft Office Suite and accounting software (MAS90 / SAGE 100 preferred); 10-key by touch.
Experience working with A/R preferably in a nonprofit accounting office.
Knowledge and understanding of 501(c)(3) non-profit organization accounting requirements.
Experience in creating and developing systems and structures to support a multi-site financial office.
Demonstrate judgment and discretion in dealing with confidential matters.

Must be able to organize and prioritize work, be proactive, take initiative, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner. High attention to detail required.

Travel between Southeast Portland and Gresham offices required.
Drivers License and access to vehicle preferred.
If using personal vehicle, must have ability to obtain automobile insurance at levels required by agency (100/300/100).
Satisfactory results from criminal, civil and/or motor vehicle background check required
