Housing and Resource Specialist

Part-time: 30 hours Per Week / Non-Exempt

Reports to: Refugee Program Manager


This position is responsible for overseeing aspects of refugee resettlement's pre and post arrival services in Portland and Salem, OR. Core responsibilities include: documentation preparation for refugees' arrival; coordinating pre-arrival needs including airport welcome and housing setup; providing temporary placement of clients and moving refugees to alternative housing when needed; working with volunteers to secure needs of refugee clients. This position coordinates and organizes donations receives and communicates effectively with program staff, volunteers and community partners.


Manage database of housing options including: temporary housing, subsidized housing and affordable apartments in Salem and Portland area.
Coordinate and secure housing of new refugee arrivals.
Build and sustain relationships with property managers related to refugee housing.
Advocate for refugees and assist with mitigation of housing issues when needed.
Develop and maintain an organizational system for donations in program's storage spaces.
Coordinate furniture donation pickups and deliveries.
Coordinate apartment setups for new refugee families to ensure all required household items and needs are furnished.
Assist with airport pickups and transports, as needed.
Develop and maintain relationships with temporary housing options.
Manage Temporary Housing inquiries, tracking of hosts, manage relationships, work with case managers to place clients in temporary housing as needed.
Deliver orientation with US ties prior to newly arriving refugee client's arrival when necessary.
Conduct support to case management tasks as necessary.

Respond to volunteer inquiries via phone & email
Assist with recruitment, training and supervision of program volunteers.
Assist with coordination of resources and referrals to health department, ESL classes, employment services, Department of Human Services, etc.
Provide support and assistance to other Resettlement and social service staff in a manner consistent with Catholic Charities Board Policies and Code of Ethics.
Adherence to Catholic Charities policies and procedures.
Perform other duties as assigned.


Bachelor's Degree or equivalent experience required.
Experience and knowledge with volunteer coordination and partnerships.

Ability to speak a second language preferred, such as Arabic, Farsi, Dari, Swahili, French, Somali or Nepali.
Experience providing case management support, information and referrals and advocacy, strongly preferred.
Knowledge of the needs and issues of newly arrived refugees and immigrants.
Intermediate proficiency in all programs of Microsoft Office.
Demonstrated judgment and discretion in dealing with confidential matters.
Commitment to Catholic Charities mission to work in partnership with vulnerable populations to achieve lasting solutions to poverty and injustice.
Must be able to organize and prioritize work, be proactive, take initiative, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner.
High attention to detail required.
Excellent written and oral communication skills.
Strong analytical and strategic problem-solving skills.
Ability to work well in team setting, as well as independently; be flexible and adapt well to different dynamics in a fast paced work environment.
Ability to work a flexible schedule, which including some evenings and weekends.
Ability to lift 50 pounds including furniture when needed.
Travel between Portland and Salem required. Must have driver's license, access to vehicle and ability to obtain automobile insurance at levels required by agency (100/300/100).
Satisfactory results from criminal, civil and/or motor vehicle background check required
