Our Children's Services Manager will oversee our Children’s Services Program, “Building Blocks”, which offers one-on-one supports and skills training for youth between the ages of 1 to 18 who experience disabilities, both at home and in the community. In home supports consist of providing youth with personal care and other activities of daily living. Youth also gain new skills through positive social interactions, volunteering, and using public transportation. Staff assist participants to pursue all sorts of fun, community-based activities, such as taking a class, exploring the city, or increasing physical activity.

UCP has offered this program for three years. While the initial infrastructure of this program has been established, we are looking to expand our services to more youth in the Portland Metro area and develop the breadth of our services. The successful candidate will be entrepreneurial in nature: self-starting, strategic, and oriented toward action and results. The candidate will have exceptional people skills so they can work with a diverse group of youth, families, and staff. They will enjoy presenting to and collaborating with school systems, other nonprofit organizations doing similar work, and Multnomah and Clackamas County stakeholders. Finally, they will have the ability to organize and prioritize multiple projects and meet deadlines with little supervision.

Hours & Location
• This is typically a 40-hour a week job. Your regular schedule will be approximately Monday-Friday, 8:30am to 5pm. During the week, some evening and weekend hours may be required to meet with families and staff. When you work evening and weekend hours, you will flex your schedule during the weekdays to accommodate for evening and weekend work.
• Our office is located near NE 102nd Avenue & Burnside.

Duties:
• Provide leadership and management to a remote workforce of Children Support Professionals who work 1:1 with young people experiencing disabilities. This entails the implementation of a unique supervision and communication system to provide adequate support and oversight to staff working remoting in family homes.
• Utilize logistical planning to match staff with families to build staff retention.
• Improve training for Children Support Professionals to address the challenges of working remotely in family homes.
• Cultivate new and existing relationships with County and State partners and other service referral entities to expand the program and build awareness of services.
• Build partnerships with local school systems to assist youth accessing our services to develop transferrable skills (based on their IEP goals) from school-to-home environment.
• Develop a strategic marketing plan to expand our services to more youth in the Portland Metro area.
• Develop presentations that will market our services to various audiences and stakeholders.
• Analyze service trends and regularly evaluate our current services in order to improve their quality and meet the needs of families and youth.
• Actively participate in the Community Services management team and other all-agency committees.
• Collaborate with other departments to promote team unity and stronger wrap-around services.
• Identify the ongoing changes from Oregon’s Administrative Rules and incorporate them into Building Blocks’ policies and procedures.

Pay & Benefits:
• $50,335 - $55,997 annual salary (DOE); exempt from overtime. Annual wage increase based on satisfactory performance.

Requirements:
• Bachelor’s degree, and a minimum of 4 years of work experience in the field of developmental disabilities, social services, mental health, special education, or other related field.
• A minimum of 2 years of demonstrated supervisory experience.
• Strategic thinker with exceptional management, organizational, and team skills.
• Strong verbal and written communication skills plus a demonstrated ability to present program ideas to large and small groups of community partners, families, and staff.
• Financial management skills: must be able to develop department budget and monitor expenses.
• High degree of competency in using Microsoft Suite (Office, Excel, Word, etc.) and the capacity to learn and train staff on applicable software programs.
• Travel is required. Must possess a car, valid driver’s license, current personal auto insurance. at least 3 years driving experience, and a relatively clean driving record.
• Must be able to pass a thorough reference check, a physical with a lifting test of 50lbs, and a criminal history background check.
• Must be available to work a flexible schedule that may include evenings and occasional weekends.
