The Bureau of Environmental Services (BES) is seeking a Project Scheduler for the Engineering Services Group. The Engineering Services Group performs the analysis, planning, design and construction of capital projects for new or improved public infrastructure assets for wastewater collection and treatment, as well as stormwater management and watershed health. Within this group, the Program Management & Controls Division develops the bureau's $130M annual Capital Improvement Program (CIP) budget and manages overall implementation of the program including quality assurance and change management processes and procedures. This new Project Scheduler will work independently under the general direction of the lead analyst for Capital Project Controls, and the Program Management & Controls Division Manager.
This position will support the development of a more robust CIP implementation program, specifically in the areas of project scheduling. The position will support project managers and other engineering staff who manage approximately 400 active capital projects at any given time. BES is going through a period of significant organizational change and has a planned CIP that entails nearly doubling annual capital project output in the coming years. This position will be a key player in implementing best management practices and process improvements to support the increasing CIP (planned to increase to approximately $150M/annually ongoing). This position helps facilitate continuity of operations and continuous improvement.
Specific responsibilities include:
Developing scheduling standards, methodologies and templates for projects in the CIP based on industry best practices and current standards.
Instructing staff on best management practices in the areas of scheduling.
Proactively monitoring, supporting, and performing schedule updates in e-Builder (the bureau's project management software) as well as industry-specific scheduling software as needed.
Serving as a technical expert in scheduling.
Supporting monthly analysis of Key Performance Indicators (KPIs) including cash flow, projections, and burn rate of projects and programs.
A successful incumbent will exhibit a high level of initiative, self-direction and flexibility in the face of organizational and process changes and be willing to take on new projects and responsibilities as needed. Proficiency in e-Builder and various scheduling software (MS Project, P6) as well as experience with Monte-Carlo simulation techniques is preferred but not required. BES encourages applications from candidates with knowledge, ability and experience working with a broad range of individuals and communities with diverse racial, ethnic and socio-economic backgrounds.
Project Management Professional Certification is desired but not required.
