The Oregon Department of Environmental Quality currently has two full-time opportunities for a Cost Accountant (Accountant 2). These positions will be located in Portland, Oregon. The mission of the Department of Environmental Quality is to be a leader in restoring, maintaining, and enhancing the quality of Oregon’s air, water, and land. The Financial Services Section provides agency-wide accounting, accounts payable, audit coordination, contract and agreement compliance, cost recovery project accounting, payroll support, financial reporting services, assistance in preparing the agency biennial budget, monitoring of the budget, emergency board requests, and fiscal analysis of legislation and other proposals.

What you will do!
The Cost Accountant is primarily responsible for project accounting, including project account-set-up and administration; account reconciliations; accounting operations support, including invoicing operations; cost accounting and allocations; and the financial close process (month-end/year-end). You will also be responsible for preparing financial reports, performing account analysis, supporting budget teams, and participating in finance project implementations.

This is a full-time, AFSCME represented position.

What are we looking for?

CPA certificate, OR 5 years of professional accounting experience and a Bachelor’s degree in Accounting (or an equivalent combination of training and experience).
Knowledge of federal and state grants and other sources with specific provisions to allowable and unallowable costs.
Knowledge in personnel service cost rules, and statutory and agency policies relating to payroll.
Experience working with complex grants and multiple fund types.
Understanding of Oregon Accounting Manual (OAM), as well as the Generally Accepted Accounting Principles (GAAP).
Demonstrated experience analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions.
Experience using the Oregon Financial Management Application (SFMA), and experience in governmental accounting.
Excellent verbal and written communication skills, time management and organization skills, and customer service skills.
Ability to work in a deadline driven environment and quickly switch between tasks throughout the day.
