The Oregon Department of Environmental Quality (DEQ) currently has an opening for a Budget and Program Analyst (Operations and Policy Analyst 3) within the Office of Policy and Analysis (Director’s Office) in Portland, Oregon.
The Office of Policy and Analysis has lead responsibility for liaison work with the Legislature, Environmental Quality Commission, the Governor’s Office, and other state agencies, as well as plays a critical role in the development of budget policy packages and legislative concepts for the agency requested budget and the operating budget. This position will primarily support the Land Quality Division.

What you will do!
The Budget and Program Analyst serves as the primary budget and fiscal advisor for the Land Quality Division management and staff. You will perform both short and long-term planning and budget analysis related to land quality programs and legislative issues; assist in developing the agency requested budget; analyze legislation that impacts DEQ programs; develop strategies for maintaining financially viable programs over the long-term, including analysis of fees; interpret complex financial information and implications for administrators and managers; and communicate budget and legislative information to various audiences, including stakeholder groups.

This is a full-time, management service-non-supervisory position.
What are we looking for?
Bachelor’s degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a different related degree, AND 4 years of professional-level evaluative, analytical, and planning work (or an equivalent combination of education and experience).
Experience interpreting financial reports and conducting financial analysis for programs.
Experience communicating with decision-makers and other constituencies.
Experience developing, analyzing, and evaluating legislative concepts, and experience developing budget requests.
Excellent verbal and written communication skills, analytical and conceptual skills, time management skills, problem solving skills, and organizational skills.
