The Oregon Health Authority (OHA) ' Heath Systems Division (HSD) is currently seeking an Adult Mental Health Utilization Coordinator (Program Analyst 3) in Salem, Oregon. This position provides leadership, coordination and oversight to a statewide mental health treatment service delivery system of specialized programs such as adults diagnosed with severe and persistent mental illness.

What you will do!

You will exercise independent decision-making authority to plan, design and direct mental health treatment regulations, policies and priorities as they relate to these special populations. This includes assuring that state and local planning processes are conducted as authorized by state statutes and federal regulations. In this position you will identify system performance and system development needs, including administrative, legislative and funding changes to improve the effectiveness of services. You will handle complex and potentially controversial agency decisions and will routinely represent the agency in dealings with other state agencies, public and private sector organizations, businesses, and advocacy or special interest groups.

The job requires frequent preparation and/or presentation of technical and professional material against assigned deadlines. Overnight travel throughout the state is required from time to time, with occasional travel nationwide to participate in federal planning and policy development and grant compliance relative mental health treatment services. Travel is often at the request of local partners and may not be according to the employee's preferred schedule.

What we are looking for!

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree related to behavioral or mental health; and four years of experience coordinating or administering a program related to mental health treatment services related to adult suicide
OR; Any combination of experience and education equivalent to seven years experience coordinating or administering a program related to mental health treatment;

Background and expertise with best practices of Mental Health Services Provided in outpatient and residential programs.
Background and expertise coordinating program data collection needs with technical requirements for data to be electronically submitted, stored and analyzed;
Expertise designing curricula and processes for training and technical assistance.
Experience with Oregon Administrative Rules and of legislative and rulemaking processes and requirements;
Background and expertise with adults diagnosed with Serious and Persistent Mental Illness.
Experience with fiscal accounting/contracting systems, and federal funding and reporting systems;
Experience in advancing health equity, addressing systemic health disparities and collaborating with diverse, vulnerable and underrepresented populations.
