GENERAL INFORMATION:
The Port of Portland is a dynamic, tri-modal port which includes airports, marine terminals and business properties. Portland International Airport (PDX) has been voted Best Airport for the past six years and is a hub of activity. The Manager of IT Public Safety and Industrial Controls will oversee the design, implementation, and support of the Port's IT public safety and operational systems primarily at PDX. We are seeking a collaborative, consensus building team leader to be responsible for overall planning, direction, operations, maintenance, and customer support for specific business systems. This role will develop plans and strategic direction for implementation of new systems and for ongoing renewal and replacement of existing systems. This is an exciting opportunity to provide support for capital projects involving changes in operations and facilities, particularly those involving public safety (police and fire departments), deicing, baggage handling, and emergency operations.

SUMMARY OF ESSENTIAL RESPONSIBILITIES:
•Manage the Port's Public Safety and Industrial Controls IT team including operational technologies, business applications, systems integration, and data architecture as part of the Port's application portfolio
•Guide the day to day operations of the applications team in implementing and supporting specific Aviation, and some enterprise, technologies
•Lead teams to perform systems analysis, design, and implementation based on customer requirements
•Develop and train the team and engage in coaching conversations and merit reviews while actively participating in Port recognition programs
•Allocate resources (staff, time, budget) and closely collaborate with other IT teams and business partners
•Responsible for maintaining an effective, cohesive team and hiring new team members
•Develop operating and capital budgets including ongoing plans for applications and operational technologies, including renewal and replacement
•Provide technical consulting services to Port departments and serve as a liaison to service providers
•Serve as a resource for business partners, collaborating to investigate applicable new technologies
•Manage delivery of operational technology projects based on overall program goals and customer objectives
•Act as the lead and/or support IT resources on various projects
•Develop schedules and cost estimates for IT elements of projects
•Ensure projects are completed within allocated timeframes and budget requirements including adjusting these elements as conditions change
•Work collaboratively with other IT disciplines to plan, evaluate, select, acquire, and maintain specific applications
•Be involved in vendor management for purchased software solutions
•Assure integration of solutions, where appropriate, to reduce redundancy and enhance effectiveness
•Responsible for occasional review of applications to assess ongoing operational implications
•Responsible for applications life cycle planning
•Participate as a member of Port information technology management team to coordinate plans, goals, and service delivery

MINIMUM REQUIREMENTS:
•BA/BS/CS degree or equivalent, preferably focused on information technology, business administration, computer science, or related area. Master's degree desirable
•Five years' experience supporting business operations from an IT perspective including systems and technical infrastructure (airport business preferred)
•Team leadership of technology implementations in conjunction with facilities or construction projects preferred
•Three years' mid-level management experience required
•Project management experience including strong collaboration and consensus building skills in both a project lead and project support role
•Knowledge of Aviation systems, specifically police systems, fire reporting systems, industrial control systems (such as baggage handling and deicing), and other operational technologies desired
•Extensive understanding of leadership principles and performance management
•Knowledgeable in customer service operations
•Understanding of Information Security provisions, FBI CJIS Security Policy, applicable TSA and FAA regulations preferred
•Familiarity with Public Safety systems
•Experience developing and executing capital plans to upgrade and support business operations, airport related experience specifically desired
•Must be able to pass a criminal history records check and maintain eligibility for access to secured areas of the airport and marine facilities as mandated by Homeland Security regulations
•Ability to maintain a Level 4 CJIS Certification
•Ability to obtain a valid Oregon or Washington State driver's license desired
