The Fiscal Director plans, directs, manages and oversees all fiscal department functions including financial transaction management, budget development and expenditure monitoring, fiscal analysis and reporting, grant/contract cost analysis and planning, payroll, and day-to-day departmental operations. This position ensures Agency compliance with all applicable financial regulations and restrictions, and it assures compliance with finance-related funder conditions specific to individual grants and contracts. The Fiscal Director works collaboratively with a variety of stakeholders including executive management, Board of Directors, funders, auditors, department directors and managers; this position also serves as a member of the Agency executive management team.
SCHEDULE: 40 hours per week; To be determined, typically Monday through Friday. However, this schedule may be adjusted according to the needs of the agency.

QUALIFICATIONS: Any combination of experience and training that demonstrates the ability to perform the duties of the position is qualifying.
Bachelor’s degree in accounting, business administration or related field is required; Master’s degree preferred.
5 years’ experience in a senior financial-management role that included staff supervision, partnering with executive staff, and the development and implementation of financial management strategies across an organization.
Experience in nonprofit accounting is strongly preferred, including sophisticated fund and grant accounting experience in an organization with multiple funding streams.
Knowledge: Strong knowledge of the principals and practices involved in non-profit accounting. Strong knowledge of budget development, financial reporting, project management, and automated financial systems. Knowledge of grant accounting. Knowledge of accounting best practices, and strong knowledge of current automated accounting software packages.
Skill: Sophisticated interpersonal, listening and writing skill. Skill in the use of modern office equipment including personal computers. Advanced skill in the use of Microsoft Excel and other Microsoft Office applications.
Ability: Ability to analyze and synthesize financial information and make cogent reports, in both oral and written forms. Ability to deliver information effectively in a variety of settings including one-on-one and group settings, and in various forms such as letters, memos, and reports. Ability to use sound judgment in difficult or stressful situations. Ability to organize and execute work independently, sometimes under the pressure of time-sensitive deadlines. Ability to work with grace and good humor under pressure. Ability to work cooperatively and build consensus with other departments within the Agency. Ability to maintain confidentiality and to exercise tact and discretion in working and interacting with others. Ability to establish and maintain effective work relationships with executive management, board of directors, funding sources, professional colleagues, business partners, employees, and others contacted in the course of work. Ability to consistently attend and be punctual for work commitments and meetings and be in a condition suitable for assuming responsibilities of position.
Must pass a post-offer criminal history check.
Position may require personal transportation for travel within the greater Portland/Vancouver metropolitan areas. If driving a personal vehicle for work purposes, a valid driver’s license for state of residency, personal auto liability coverage at $100,000/$300,000 levels, and a driving record meeting Agency driving eligibility are required. All employees driving for work purposes must complete the agency’s driving approval process prior to driving for work.
TYPICAL EXAMPLES OF WORK: (These examples represent the essential functions of the position. They are not, however, inclusive of all the duties the position may perform.)
Plan, direct, evaluate and manage Agency financial and budget activities in order to fund operations, increase efficiency, provide budgetary guidance, and support the Agency’s mission. Work with the Executive Director to provide leadership and technical assistance for fiscal management, including issues that may arise with auditors, bankers, funding sources, vendors and Board committees.
Develop and maintain Agency accounting systems and functions including payroll, accounts payable, fixed assets, accounts receivable, receipts and disbursements, general ledger, and all internal and external financial reporting systems. Evaluate systems and functions to determine conformity to best practices and overall support of Agency mission; revise systems as necessary; ensure that Agency financial systems, policies and procedures are in compliance with all applicable laws and regulations. Develop, maintain and retain financial records in compliance with IRS regulations, funder guidelines and Generally Accepted Accounting Principles (GAAP).
Analyze complex financial data to develop a variety of internal and external reports. Extract and define relevant information; interpret data to determine past financial performance and/or project probabilities; compose narrative and statistical reports as needed to support funder requirements, audit processes, budget monitoring, financial statements, and other accounting functions.
Monitor budgets to identify issues; work with program directors and other staff to resolve a variety of budgetary problems such as expenditure issues. Provide instruction and answer questions relating to budget procedures; serve as liaison between the fiscal office and programs with respect to financial performance, budgetary variances, etc. Monitor and approve expenditures throughout the budgetary period.
Hire, train, and supervise department staff. Evaluate and manage performance; address performance issues and conduct disciplinary actions in consultation with the Human Resource Manager. Approve pay actions within identified budget parameters. Assure that work is being conducted in a safe manner according to proper methods, procedures and state regulations.
Confer with the Executive Director and other staff members to discuss issues, coordinate activities and resolve problems; serve as a member of the executive management team. Model and encourage direct professional communication among staff members; facilitate development of a positive staff support network.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS OF THE POSITION
Duties are primarily performed in an office environment and require the ability to use a computer keyboard for extended periods.
Also required is manual and physical dexterity that allows for the performance of job functions, including computer use, phone use, copying, filing, and faxing.
The position may require travel within the city.
May involve exposure to communicable diseases, including a variety of illnesses and infections such as the common cold, TB, Hepatitis, flu, meningitis, and HIV.
May involve exposure to upset, angry, severely traumatized or emotionally disturbed children, adolescents and families.
May involve time in excess of routine schedule and/or overtime, including evening/overnight, weekend hours, and/or holidays.
May require working and providing services at locations other than program site (i.e., restaurant, café’, clients’ apartments, etc.,) and may, therefore, be exposed to environments not under agency control (i.e., second-hand smoke, varying hygiene practices, etc.).
