We are currently seeking an Investigations and Complaints Unit Manager (Principal Executive/Manager E) to join our Government and Legal Affairs (GLAM) team at the Salem Office of the Oregon Department of Education. This is a permanent, full-time position in management service.
What you will do!
As the Investigations and Complaints Unit Manager, you are tasked with developing the Department’s policies, processes, and administrative rules for investigations, substantial evidence determinations, contested case hearings, final orders, recommendations to licensing agencies, and appeals in regards to SB 155.
You also supervise the Complaints and Investigations Unit, which covers investigations of sexual conduct by classified personnel and appeals involving discrimination in public education, Division 22 standards, restraint and seclusion, and retaliation. You may, where appropriate, serve as administrative law judge or hearings officer or assign and supervise other administrative law judges or hearings officers on matters involving discrimination in public education, Division 22 standards, restraint and seclusion, and retaliation.
What are we looking for?
A skilled manager with at least three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; OR two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management; OR three years of professional experience as a program/project leader , assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.
Candidates who are the most competitive will possess the following background, skills and experience:
• Preference may be given to candidates with:
o Juris Doctor degree
o At least seven years of experience analyzing and interpreting laws
o Bilingual/bicultural candidates
• Effective people management. The ability to manage situations and tailor approach to the individual's skills, needs and performance. Demonstrated ability to see the importance of role modeling. The ability to coach. Ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
• Excellent writing ability.
• Experience leading and managing projects, programs and teams to achieve goals.
• Knowledge of administrative hearings process and rule-making process.
• Knowledge of public records laws.
• Knowledge of policy analysis and decision making.
