The Oregon Health Authority (OHA), Office of Health Policy is recruiting for an Economist and Health Policy Analyst to join their team in Portland, Oregon. This position responds to the need for understanding fiscal implication of transformative policy initiatives in aligning policies with Medicaid, hospital rates, and Coordinated Care Organizations (CCOs).

What will you do!
As the Economist and Health Policy Analyst, you are responsible for analyzing and presenting complex health and financial data to inform policy making and program management, with emphasis in relation to continuing refinement of CCOs and fiscal policies. You will make recommendations which often have complex interdependent technical, political, fiscal, and administrative issues. Often, the issues or recommendations are highly visible and potentially controversial to constituents, state agencies, and the Governor's office.

This position requires exceptional verbal and written communication to present, interpret, translate, and explain analytical results to audiences for multiple levels of engagement and understanding. This role requires statewide collaboration with staff, insurers, business leaders, and CCOs.

What we are looking for!
' A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Organizational Development, Political Science or a related field; AND five years professional-level evaluative, analytical and planning work in Health Policy;
OR; any combination of experience and education equivalent to eight years of experience in Health Policy.
' Extensive experience using statistical, financial, and economic data to inform policy analysis.
' Acquired mastery of research methods and design.
' Background in federal and state health policy, ideally in Oregon, to include comprehensive knowledge of federal and state regulations.
' Experience with project management.
' Expertise developing predictive models targeting health care interventions.
' High proficiency working with health care and/or claims data.
' Exceptional verbal and written communication with diverse audiences for multiple levels of engagement and understanding.
' Experience in advancing health equity, addressing systemic health disparities and collaborating with diverse, vulnerable and underrepresented populations.
