The Oregon Health Authority (OHA) is currently seeking a County Contract Specialist (Fiscal Analyst 2) for the Health Systems Division (HSD), in Salem, Oregon. This position initiates and manages HSD fiscal and contract administration activities, including oversight and payment of the LMHP/CMHP County contracts through the Rbase payment system and the monitoring of expenditures in service elements.
What you will do!
You will design, create and implement reporting and tracking systems which ensure timely and uniform contract processing, as well as reporting and tracking systems which ensure that expenditures for contracts remain within contract and budget limits. You will create, develop and maintain county contract databases ensuring smooth and reliable flow of data to the Contracts and Budget units.
Your responsibilities include assisting management of Community Mental Health Programs (CMHP) contracts and it requires the following experience:
• Strong financial management of contracts;
• Strong analysis of payments or claims;
• Maintenance of financial records in the Rbase system; and,
• Program support assistance for contracted mental health services.
This work involves collaboration and communication with people of varying backgrounds and life experiences. You will use your verbal and written communication skills to clearly convey materials and ideas that helps your audience understand and retain your information.
What we are looking for!
• Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. OR, five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information. OR, successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
• Advanced proficiency with computers, including Access, Word, Excel, contracting modules, and graphics software.
• Experience with principles and procedures of mathematics as well as practice and systems of fiscal management.
• Experience interpreting and analyzing state and federal statutes and regulations, including determining impact of changes to the same.
• Experience in creating and maintaining a work environment that is respectful and accepting of diversity among team members and the people we serve.

Preference given to those who have:
• Expertise with spreadsheet, database management including the ability to become proficient in the use of Rbase, word processing and desktop publishing applications on a daily basis;
• 10 key experience;
• Experience with budget processes and program operations.
• Possession of contract related credentials such as an Oregon Contract Administrator Certificate (OCAC) or an Oregon Procurement Advanced Certificate (OPAC), or equivalent.
• Possession of an Oregon Procurement Basic Certificate (OPBC), or equivalent, or obtain certification within 12 months of employment.
