The purpose of this position is to provide project management for urban land use planning and design projects and initiatives, including land use, transportation, economic and environmental planning and implementation efforts. Lead the development of new or updates to existing district plans, and assist with updates to Comprehensive Plan policies and documents. Lead public engagement processes, develop outreach plans and materials, facilitate community conversations and engagement events, and respond to public inquiries. Coordinate with internal staff and external partners, conduct research and data analysis, develop staff reports and give presentations.

Position Status: This is a full-time, regular, non-exempt position. Limited term for 2 years.

Work Schedule: The schedule for this position is M-F, 8 am to 5 pm, some evenings and weekend shifts as needed

Functions
Assist or lead the development of district and subarea plans, including the development of new and/or updated policies, development regulations and environmental standards. Lead periodic updates to the Shoreline Master Program and assist with updates to the City's Comprehensive Plan and related documents and policies. Provide project management and technical expertise related to growth management, environmental planning, and buildable and employment land analyses.
Assist or lead the development of investment strategies for specific districts, including writing grant applications and developing other programs, projects and incentives to facilitate plan implementation.
Provide written and graphic technical information to internal and external partners related to land use policies and standards, and economic, demographic or development conditions. Assist with the development of the Long Range Planning metrics program.
Conduct outreach to stakeholders and the public on a variety of planning and implementation projects and programs. Facilitate stakeholder and public meetings; develop and maintain constructive relationships with all planning partners; represent the City at public and private meetings, on committees of professional planning organizations, at conferences, and other events as necessary.
Coordinate with other City departments and public agencies on specific projects, schedules and meetings; prepare agendas, develop presentations and other meeting materials, and facilitate and summarize discussions. Respond to inquiries in order to effectively support relevant projects, programs and initiatives. Participate in and/or attend community, citizen, advisory, commission, and council meetings.
Perform related duties and responsibilities as assigned.
Minimum Qualifications
Experience

Three (3) years of related experience urban land use planning, urban design, urban development, or other related field.

Education
Equivalent to a Bachelor's Degree in urban planning, landscape architecture, public policy or a related degree.
