The City of Tigard's Finance Department is currently seeking to a hire a qualified Contracts and Purchasing Manager. The ideal candidate is a collaborative problem solver. The candidate is energized by working in local government and Tigard's Vision.
The person in this supervisory position has the knowledge, competencies, and background to identify process improvements in Tigard's contracting process and gain buy-in from customers on changes. In addition, enjoys a variety of work opportunities beyond purchasing and contracting that comes with working in a central service department at a mid-sized Oregon city.

EXAMPLES OF DUTIES:
•Update of Purchasing and Contracting Rules with the City Attorney, departments, and the Local Contract Review Board (City Council).
•Analyze purchasing and contracting policies, processes, and procedures for the purpose of creating measurable efficiencies and customer service.
•Manage and support the two purchasing and contracting staff to further their development and ability to prepare contracts independently.
•Provide training and resources to customer departments on the importance of purchasing and contracting rules and teach them about Tigard's compile and analyze purchasing data process.
Any combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
•Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, finance, accounting, economics, or a field related to the specific assignment AND
•Five (5) years increasingly responsible professional administrative and analytical experience in government, including experience in budget,contracts and purchasing and/or policy analysis AND
•Two (2) years of supervisory and/or lead work experience.

Schedule: Schedule is flexible during office hours of Monday-Thursday; (most employees work 4 10-hour days.)
