We are seeking a Facilities Manager who is responsible for the overall building operations of the Natural Capital Center in the Portland’s Pearl District and the Redd on Salmon Street in the Central Eastside Industrial District. Our buildings house a diverse group of tenants from a bicycle-based delivery company to architects to a set of event centers. The Facilities Manager works with all the members of our community to resolve building issues in a timely and efficient manner. The work is fast-paced, ever-changing, and requires a fair amount of flexibility. This position supervises two staff members, manages many vendor relationships, and is based at the Natural Capital Center.

The Facilities Manager provides leadership and vision to center racial equity in our buildings through managing an equitable contracting process and ensuring our buildings are accessible and inclusive.

Responsibilities:

Operations:
Primary point of contact with tenants for issues of access, safety, utilities, improvements, and general building operations.
Maintain compliance with local, state, and federal codes.
Fire-Life-Safety compliance. Monitor detection, suppression, and notification systems, ensure testing is performed as required and deficiencies are remedied.
Maintain OSHA compliance. Ensure safety protocols are in place for fall protection, aerial work platform usage, PPE, Safety Data Sheets, first aid, etc. Maintain records relating to all matters of safety compliance. Required Safety Committee member.
Primary contact for all building alarm systems including intrusion detection and fire safety. Primary contact for Portland Fire Marshal.
Vendor contract administration and oversight including cleaning, garbage, landscaping, HVAC, security, pest control, etc.
Responsible for drafting RFPs and contract procurement and negotiations following equitable contracting procedures.
Build systems to assess capital assets, forecast capital expenditures over 20+ year horizon. Work with finance team to implement adequate capital reserve fund.
Manage system upgrades and tenant improvement capital projects.
Maintain records of all building system maintenance and testing, including fire-life-safety systems as required by state and local codes.
Manage access controls system.
Work with Ecotrust events and engagement teams so that building is effectively used in the service of our mission. Provide building tours and facilitate building-related discussions to outside groups as requested.
Assist finance and accounting staff with development and monitoring of budget, including identification of required capital expenditures.
Professionally and compassionately approach issues related to people experiencing homelessness, connecting people to appropriate and relevant services.
Follow de-escalation procedures when handling issues related to drug use, threats, graffiti, and other behaviors related to tenant and public safety. Follow-up with emergency services and/or law enforcement when needed.

Maintenance:
Implement and manage Computerized Maintenance Management System (CMMS).
Implement and manage comprehensive Preventative Maintenance Program for all building assets across all properties.
Design and schedule a process for addressing maintenance-related issues and duties.
Monitor and manage upkeep of landscaping including parking lot, bioswales, and eco-roof.
Develop and participate in an “on-call schedule” with other facilities staff for building maintenance emergencies (evenings and weekends).
Identify maintenance needs and potential issues around building. Ensure routine building inspections are performed and deficiencies are logged, tracked, and remedied.
Manage and maintain key control systems.

Leadership
Lead and supervise the Facilities & Maintenance Team (currently two additional employees).

Provide support for professional growth and hands-on technical training to facilities team members.
Coach staff, helping them identify training opportunities to build their skills and prepare them for the next step in their career.

Valid driver’s license and personal vehicle (mileage reimbursed).
Ability to safely operate hand tools.
Ability to lift up to 40 pounds, scale ladders, and access crawl spaces and roofs.
In-depth knowledge of HVAC, refrigeration, electrical, plumbing, fire suppression, fire alarms, and landscaping.

Preferred but not required:
10+ years experience in a facilities management role.
LEED certification.
Additional Information:
Salary range: $75,000-$90,000 DOE
Reports to: CFO
