We are currently seeking an innovative HR professional to join our team as a Recruiter (Human Resource Analyst 1) at the Salem Office of the Oregon Department of Education. This is a permanent, full-time position in management service.

What you will do!

As a Recruiter for ODE, you coordinate and execute activities related to the full-cycle recruitment process.

Primary duties include:

Partner with hiring managers to develop recruitment strategies to fulfill business needs.
Coordinate the full-cycle recruitment process including posting, sourcing, selection, offer, negotiation, onboarding.
Actively promote ODE as an employer of choice. Identify and participate in events and career fairs that align with current and future talent needs. Act as a brand ambassador for ODE. (job fairs, college visits, community outreach, social media). Actively create and cultivate relationships through various channels to identify potential candidates, connect with passive candidates and build a diverse talent pipeline for future hiring needs.
Provide frontline support for internal and external customer inquiries.
Train ODE staff in HR-related topics.
Working Conditions:

Normal office work environment. May, on occasion, be required to participate in meetings or conduct work site audits for classification reviews away from the assigned duty station. Frequent interruptions from telephones and persons seeking information. Work must often be accomplished within demanding time-sensitive constraints. May require some bending, lifting up to 10 pounds, and flexing. Travel required.

What are we looking for?

A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study; OR Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one-year Human Resource experience; OR three years Human Resource paraprofessional or technical-level experience.

Candidates who are the most competitive will possess the following background, skills and experience:

Intermediate skill and proficiency in Microsoft applications such as Outlook, Word, and Excel, and the ability to compose important documents paying attention to accuracy, grammar and punctuation
Ability to effectively communicate orally and in writing with a variety of people, answering questions and explaining information or decisions, often using specialized terminology.
Experience creating original content with a variety of social media platforms.
Ability to make decisions within established laws, rules, policies and procedures.
Ability to respond to potentially intense and/or sensitive situations with customers using independent judgment to solve problems. Ability to handle inquiries for information with tact while still protecting the confidentiality of employee records and information.
High aptitude for learning new things, detail oriented, and ability to switch priorities or projects seamlessly.
Experience providing great customer service and interpersonal skills for team members and internal and external customers, and positively represent the agency in a professional manner at all times.
Ability to work with multiple deadlines, continual change and at times heavy workloads. Ability to maintain composure during stressful situations.
Preference may be given to applicants with Workday experience, specifically recruitment.
Preference may be given to bilingual candidates.
