Maintenance Manager - FT

Job overview: The Maintenance Manager is an integral part of the Housing and Property Management leadership team. This position has operational duties directly managing the maintenance and preservation of the physical assets of approximately 1000 housing units and Relay’s main campus, as well as providing training, supervision and professional development for maintenance staff. Equally important, this person partners with the Director of Housing and others across the organization to ensure Relay builds and maintains a resident-centered culture. An ability to manage details and see a broader picture, including solving problems in the moment while also using root cause analysis to find creative long-term solutions, are required. Driving during normal business hours is an essential function of this position.

Shift: M-F and on call as needed
Salary: $58,000-$63,000 per year

Duties and Responsibilities:

Maintenance Management:

Direct, coordinate, and exercise functional responsibility for maintenance operations for Relay’s housing units, main campus, and other facilities as appropriate
Strengthen operational benchmarks for portfolio and performance analysis
Provide overall property management leadership to maintenance team through the development and interpretation of policies and programs, coordination of information flow and sharing of broader housing and property management team goals including Relay’s organizational goals
Conduct periodic property inspections and maintain quality assurance standard
Establish schedules for repairs and preventive maintenance and ensure they are adhered to
Act as an internal resource to troubleshoot complex maintenance problems and develop creative solutions
Ensure units are available for residents in a timely manner and meeting company quality standards
Develop and coordinate property specific preventative maintenance plans to ensure property systems are maintained to maximize employee and resident safety and comfort and to minimize expenses
Facilitate and/or participate in maintenance staff meetings; participate in Housing Leadership Team meetings

Staff Management:

Conduct hiring, training and performance management of direct reports; develop a team of skilled, productive and customer service-oriented professionals to drive company operational goals
In conjunction with Director, create and implement departmental benchmarks for quality and productivity
Provide direction and leadership to HPM Maintenance staff, promoting career paths associated with property management professionals
Coordinate or conduct on-going safety training with maintenance personnel, including monthly safety meetings and completing safety checklists
Ensure the successful execution of all company safety and environmental policies and procedures
Audit vehicle use reports
Schedule staff for 24-hour emergency call schedule

Vendor Management:

Act as HPM’s dedicated interface with contractors and vendors
Create written specifications and secures bids for services in accordance with established bid process
Research and evaluate new maintenance products and procedures
Solicit bids and negotiate with vendors for goods and services
Hold vendors accountable for quality of work, billing accuracy and adherence to property policies and procedures for all projects


Create and review maintenance procedures to comply with Oregon Landlord Tenant Law, federal and state compliance rules and regulations
Ensure compliance requirements are met for vendor qualifications, procurement, and physical condition of the property
Review, update and improve departmental forms associated with maintenance
Conduct compliance inspections as required by regulatory agencies
Collaborate on physical condition and other maintenance responses to regulatory audits and inspections

Administrative and Accounting:

Manage the properties to perform within established budget guidelines, monitor financial performance and ensure team is on task while delivering a high level of service
Oversee the billing process including payment of invoices and disbursement of funds
Assists Director of Housing and finance team with budget review and development including monitoring of replacement reserves
Support Director of Housing in developing annual property maintenance and capital budgets
Manage contracting for purchase of necessary equipment and supplies and services related to the maintenance of the portfolio
Direct inventory control and utilization of maintenance parts and materials

Minimum Requirements:

5 years’ experience managing multifamily properties, affordable preferred
3+ years managing property teams (maintenance + support staff)
Working knowledge of Landlord/Tenant Law and Fair Housing
Ability to maintain confidentiality
Commitment to working in a diverse environment and with diverse populations
Problem-solving, project management, and analytical skills
Proven experience in the supervision, evaluation, development, and motivation of a team of professionals, including both employees and vendors
Proficient knowledge of Microsoft Office Suite, Email, Dropbox, Google Drive, and Online Property Management system like Yardi Voyager; experience with Yardi a plus
Proficient knowledge in basic accounting, reading financial statements, and managing budgets
Capable of reading schematics & blueprints
Excellent interpersonal skills, written and verbal communication skills, and ability to follow through on tasks and projects to completion
Valid driver’s license and reliable automobile, safe driving record and insurance coverage acceptable to Relay’s insurance carrier
Use of own vehicle for Relay business
Ability to pass drug screening, criminal history background check and/or fingerprinting as appropriate at any time during employment.

Work Environment:

Flexible with work schedule; available on-call as needed
