The Research and Evaluation Analyst at Self Enhancement, Inc. (SEI) will be responsible for ongoing collection and analysis of data obtained from a variety of sources, including Efforts to Outcomes, Service Point and Clear Impact Scorecard and other related data systems. The Research and Evaluation Analyst will assist with data-driven decision making at SEI and provide leadership in the development, maintenance and implementation of methodologically rigorous data analyses of program performance data, coordination and collection of applicable partner data, analysis, gathering and reporting of information used for outcome measurement, school district relations, and grants reporting. This position involves working closely with other staff and community partners across Multnomah County including all of the partners in the Albina-Rockwood Promise Neighborhood. This position reports to the Data Manager.


•Works with Data team leads to create, implement and manage the ongoing process of data collection, data entry, and analysis
•Produces monthly, quarterly, and annual reports for key stakeholders, community partners and the SEI Board of Directors
•Produces quarterly and semi-annual grant reports as required by the Department of Education
•Oversees quarterly and annual outcome monitoring surveys and analysis
•Provides information and analysis for the purposes of program development, policy advocacy, and strategic leadership
•Participates in technical assistance activities and conferences which may require travel outside of Oregon
•Collaborates with Program Contract Compliance Manager and Promise Neighborhood Initiative (PNI) leadership team to ensure proper management, implementation and execution of all contract obligations.
•Serves as a liaison to Portland Public Schools and Reynolds School District and all contracting agencies to ensure compliance and implementation related to districts’ or agencies” standard risk management requirements.
•Translates data into powerful stories to elevate the collective work


•A Bachelor’s of Science degree in a research related field. Master’s Degree preferred
•3-5 years of progressive research, analysis experience in a social service environment or related field required
•Experience in project management, planning, data collection and evaluating the delivery of services within a social service organization
•Advanced experience in the Microsoft Office Suite is required.
•Working knowledge of statistic and analytical software such as SPSS, Qualtrix, Stata or SAS required
•Experience with database software, such as Efforts to Outcomes (ETO), ServicePoint and Clear Impact Scorecard preferred but not required
•Must be highly organized, detail-oriented, comfortable with producing practical numbers and encompassing case studies relevant to a wide-range of users and audiences utilizing both quantitative and qualitative analysis
•Knowledge of federal and state rules and regulations as they apply to social service program administration
•Excellent communication skills to include interpersonal, verbal, written, negotiation and presentation skills
•Proven effective interpersonal communication skills including the ability to effectively interact with all levels and cultures of people
