What you will do:
Tillamook County Creamery Association (TCCA) is a dynamic, collaborative, and rapidly growing organization seeking a purchasing professional with outstanding interpersonal relationship skills and strategic purchasing experience to join our team as our Purchasing Manager. The Purchasing Manager performs, and is responsible for, the day to day execution of the purchase of materials (raw materials, ingredients and packaging), supplies and services for production, maintenance and administration departments, and value creation with the support of a team of purchasing professionals.

They will support internal stakeholders and growth and innovation initiatives with excellent customer service including through the creation of new supply solutions and/or leveraging existing supply chains. Additional responsibilities include driving RFP’s and supplier searches, acting as department lead for packaging and ingredients, and to negotiates Supply Agreements. The Purchasing Manager is responsible for evaluating supplier prices and services, department value tracking, and driving and managing cost saving initiatives and for the daily management of the purchasing team. Position will support both internal and external manufacturing as needed. Responsibilities include, but are not limited to, the functions noted below.
Here’s a day in the life:
Manages and/or performs review, approval and submission of purchase orders for materials or services:
Ensures ingredient and packaging purchases fulfill requirements to support manufacturing operations in multiple plants including internal company and co-manufacturing partner locations
Reviews purchase orders for conformance to company policy
Verifies approved suppliers provide best price, service and acceptable availability
Negotiate shipping requirements and freight charges for inbound materials

Prepares and issues purchase orders and change notices from Materials Requirement Planning (MRP), blanket orders and/or supply agreements
Manages TCCA MRO, packaging and ingredients supplier relationships:
Evaluates suppliers using Scorecarding to ensure quality and fulfillment expectations are met

Ensures procurement records are maintained including items or services purchased, costs, delivery, product quality or performance, and inventory
Sources, establishes and maintains partnerships with suppliers that provide high quality products and services at the best price while maintaining the highest code of ethics and conduct

Performs and/or reviews team bid proposals and negotiates pricing and supply agreements:
Confers with suppliers to obtain product or service specifications, price, lead time, terms and capacity to fulfill TCCA’s requirements.
Estimates values according to knowledge of market price and “should cost” analysis.

Negotiates complex requests for equipment, supplies, and services from suppliers and subcontractors.
Analyzes opportunities to change materials, supplies, or suppliers to reduce costs while maintaining or improving quality and service and best meeting internal stakeholder needs:
Analyzes market and delivery conditions to determine present and future material availability
Prepares market analysis reports
Works cross functionally including with Planning, R&D, Category Management, Quality, Stewardship, Sourcing, and other internal stake including serving as department lead for packaging and ingredients on various project teams
Engage in organization’s Continuous Improvement initiatives
Leads Team value creation activities to support department Annual Productivity Planning,
Manages department value creation tracking
Drives identification and execution of process or cost improvement initiatives and strategies including stakeholder alignment
Excellent ability to establish and maintain effective relationships with employees, cross functional stakeholders, suppliers and the general public.
Proven “think outside the box” strategic sourcing solutions and problem-solving skills with a positive “can do” attitude
Ability to communicate effectively.
Must be computer literate with intermediate knowledge of Microsoft Word, Excel, Outlook, PowerPoint and SharePoint. ERP system knowledge, Materials Requirement Planning (MRP), D365, and MS Navision experience a plus.
Must be a customer service focused team player able to interact with staff at all levels of the company.
Must be able to work under pressure, meet deadlines, and be flexible in working on multiple projects simultaneously.
Excellent time-management skills with the ability to work independently with little supervision

Skills you’ll need:
Education:
High School Diploma is required; A Bachelor’s degree in Supply Chain or related field is preferred, but significant related experience and/or continuing education can be substituted for degree

Experience:
5+ years of experience in purchasing practices and procedures, preferably in a manufacturing environment.
5 years of supervisory experience.
ISM or APICS certification a plus
Valid Oregon driver’s license with satisfactory driving record
