As the Civil Rights Policy Analyst, you will be responsible for reporting and monitoring for federally required Affirmative Action and EEO programs, Title VI civil rights compliance, and data and policy analysis under the County’s Workforce Equity Strategic Plan. As a member of the Office of Diversity and Equity and the Civil Rights Unit, you will develop a collaborative working partnership with Human Resources, Department Directors, Executives and Managers to ensure County compliance with federal civil rights obligations and ensure the implementation of the adopted Workforce Equity Strategic Plan (WESP) objectives related to hiring, promotion, and termination decisions and analysis. You will serve as the primary data and policy analyst relating to WESP and civil rights responsibilities of the Civil Rights Unit.

Responsibilities in this role will include:

Responsible for the coordination of county-wide affirmative action, EEO and Title VI activities and monitoring the implementation of programs to ensure compliance, under the supervision of the Civil Rights Administrator.

Administer the activities of the county's Workforce Equity Program; provide strategic analysis and support to management in recommending and implementing policies, objectives, guidelines, and procedures

Work collaboratively with the Civil Rights Administrator and the Disability Resource Specialist to respond to and staff Civil Rights Grievances. Resolve complaints at the lowest possible level, using a trauma-informed approach and applying the County’s Equity and Empowerment Lens. Work collaboratively with the Complaints Investigations Unit, the County Auditor, and the Evaluation and Research Unit to develop a system to track and report complaint data, identify patterns, systemic issues, and offer solutions.

Be available to counsel County employees on workplace grievances, including referral to the Civil Rights Administrator, Chief Diversity and Equity Officer, Chief Operating Officer, Complaints Investigations Unit and other appropriate referrals.

Ensure compliance with all federal, state, and local laws, regulations, policies, and procedures; develop action plans for meeting program goals and objectives, under the supervision of the Civil Rights Administrator.

Evaluate AA/EEO Compliance; conduct regular County-wide analysis of hires , promotions, terminations and exit interviews.

Work with the Civil Rights Administrator and the Evaluation and Research Unit to track, code and analyze information relating to exit interviews of exempt employees under the WESP.

Implement processes for data collection, evaluation and internal auditing process.

Create data visualization tools related to the WESP and other ODE strategic initiatives.

As an ideal candidate for the Civil Rights Policy Analyst, you will bring to the role:

Experience with policy analysis, statistical analysis, qualitative analysis, human centered, community based or decolonized research methods, data tracking, coding, scoring, visualization, and best practices in policy, research, evaluation, and data analysis.

Knowledge and understanding of the issues surrounding civil rights, affirmative action, EEO compliance, equity, diversity, inclusion, access, implicit bias and institutional racism.

Demonstrated experience with intercultural sensitivity and responsiveness, a trauma informed and strengths based approach, a customer service orientation, trustworthiness and integrity,and openness to change

Experience providing and preparing clear, concise and comprehensive correspondence, reports, studies, and other written materials, as well as demonstrated skills in project and program design, implementation, management, and evaluation in a complex organization with a diverse workforce.

The ability to establish and maintain culturally effective working relationships with individuals from various groups and backgrounds which include employees, team members, and community members.

Minimum Qualifications/Transferable Skills*:

A Bachelor's Degree - in lieu of a degree, will we consider equivalent years of related experience

Four (4) years of experience in research, evaluation, policy and/or data analysis

General knowledge of principles and practices of equal employment, ADA and civil rights and employment laws.

Knowledge of equity and empowerment frameworks and targeted universalism in policy, program, and organizational decision making.

Ability to establish and maintain culturally effective working relationships with individuals from various groups and backgrounds which include employees, team members, community members, and senior leadership.

Ability and experience communicating effectively to front-line staff, managers, executive leadership teams, elected officials, the public, and diverse stakeholder groups.

Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. A masters degree in public health, public administration, public policy or another related field with an emphasis on quantitative and qualitative analysis

Experience with human centered, decolonized or other methods of participatory based research

Tableau or other data visualization software proficiency

EEO certification
