Here’s what you will do:

As the Senior Policy Advisor, you will be part of an organization with a good reputation both within state government and in the communities in which it serves. You will be a key senior-level staff advisor to many agency administration and the board. You will also act as liaison to construction industry stakeholders and state and local government partners. This position requires a unique skill set in both relational and subject matter expertise. Using your technical and legal knowledge, you will provide professional level advice and policy analysis to agency administration, management, the board and elected officials.

You will conduct detailed legal analysis of statutes and administrative rules to advise on policy issues affecting agency operations and the construction industry. You will be the primary liaison between administration and the board, industry groups, external stakeholders and elected officials.

Your duties will also include preparing legislation, rules, publications and educational materials in order to execute the Agency’s mission with input from the Administrator, Management Team and Board of Directors. You’ll be able to plan, schedule, and carry out projects to help internal and external partners to understand agency policy and rules. This will require a strong technical skill set, and also the unique ability to communicate complex subject matter in a way that is understandable to groups with a varying degree of subject matter expertise.

Here’s what you need to qualify:

Minimum Qualifications:

A Bachelor’s Degree in Law, Business or Public Administration, Behavioral or Social Sciences, Finance, or Political Science; and four years professional-level work researching, evaluating and analyzing public policies, statutes, rule or working to interpret, develop and implement public policies.
Any combination of experience and education equivalent to seven years of experience in professional-level work researching, evaluating and analyzing public policies, statutes, rule or working to interpret, develop and implement public policies.
Requested Skills:

A law degree or related legal training, education or experience interpreting statutes, rules and public policies.
Experience with legislative and rulemaking processes
Interpretation and explanation of law and administrative rules
Public speaking experience with a variety of audiences
Experience working with a board or commission
Experience building relationships and a network of internal and external stakeholders
Communicating with a diverse group of individuals, including those who may have competing interests, priorities, or perspectives
Demonstration of initiative in managing multiple projects
Experience working independently and utilizing time management and decision making skills
Excellent oral and written communication skills
Experience conducting research
Demonstration of critical and analytical thinking
