The Office of Community & Civic Life seeks a communications professional to join a dynamic team working to promote a culture of civic engagement for all Portlanders.

As the bureau's first Strategic Communications Officer, this person will serve a key role in supporting civic engagement and increasing civic participation in our city, as well as shaping relationships with existing bureau partners, other civic organizations, and with those whom we aim to better serve.

Strategic communication is a cross-cutting discipline that blends together principles of rhetoric, technology, learning theory and culture, and more, to improve and deliver communication in a wide range of settings.

The ideal person for the role will be an independent, creative thinker with a passion for storytelling, amplifying the voices of communities, and shaping a new narrative of who we are becoming as a city.

The Strategic Communications Officer (Public Information Officer classification) serves all program areas and the bureau overall, and is charged with developing and implementing in these areas:

• Develop and regularly update a communications plan and professional standards for representing the bureau and the City that can be measured against program-, bureau- and communications-specific goals.

• Continually assess and build the bureau's capacity to facilitate internal and external culturally-responsive practices for engaging a broad, diverse and evolving network of stakeholders in a multilingual, multicultural context. Develop and manage communications infrastructure including editorial and digital calendars, databases, and departmental budgets, cultivating relevant, effective channels for segmented audiences.

• Contribute to and support the implementation of the bureau's
strategic goals and intersectional equity efforts.
