Clackamas County is seeking an experienced, highly motivated individual to join the Health Center's Division's Behavioral Health Services team. Working within the Individual Placement and Support (IPS) supported employment framework, this position will assist clients in obtaining and sustaining meaningful employment that is consistent with their vocational goals and recovery. The IPS model of supported employment for individuals with serious mental illness has been designated an evidence based practice by the Center for Mental Health Services and the State of Oregon. This position does require fluency in Spanish.
The Supported Employment Specialist (classified as a Job Development Specialist) will provide employment and training opportunities to individuals with mental illness; possess the ability to work independently in the field; create employer networks for the purpose of establishing program partners; develop and administer marketing programs and activities to enhance training and employment opportunities; partner with Vocational Rehabilitation in maximizing program compliance and satisfaction with area employers and partner agencies; and do other work as required.
The most successful candidates will be detail-oriented; be able to communicate the importance of work as recovery in services to the mentally ill; possess a working knowledge of severe and persistent mental illness (SPMI); have the ability to instill hope in others; and have previous successful experience as a job developer with the ability to initiate partnerships with the business community on the behalf of clients. The ideal candidate will have experience working with clients for one of Oregon's Mental Health Supported Employment Programs or similar.
Required Minimum Qualifications/ Transferrable Skills:*
• Fluency in Spanish
• Experience, education and/or training in vocational, career and/or employment counseling
• Experience, education and/or training with developing and locating employment opportunities for individuals with severe and persistent mental illness (SPMI)
• Demonstrated ability and working experience building rapport and relationships with internal and external customers
• Skill and ability to work with a diverse client population
• Knowledge of issues facing clients with barriers to employment and ability to help them overcome barriers
• Ability to work independently with limited supervision
• Must pass a post-offer, pre-employment drug test
• Must pass a criminal history check which may include national or state fingerprint records check
• Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Duties may include but are not limited to the following:
• Follow IPS Supported Employment principles and procedures to help consumers with job development and job search activities directed toward positions that are consistent with consumers’ needs and interests
• Develop and maintain ongoing relationships with area employers
• Assess consumers’ vocational functioning on an ongoing basis both in the office and in the field and develop individualized employment plans according to client input
• Based on agreement with consumers, provide education and support to employers, which may include negotiating job accommodations and follow-along contact with employers
• Write resumes and provide interview practice for clients
• Meet regularly with treatment team members to coordinate and integrate vocational services into mental health treatment
• Documentation of services as required for progress notes and billing and meets requirements of various funding sources including VR, Medicaid, and others
• Assist with finding and accessing resources such as work incentives planning, benefits planning, local schools, available transportation, etc.
• Maintain information log for Supported Employment database. Produce other reports needed to verify fidelity as well as weekly status reports
• Carry out other duties as assigned
Working knowledge of: Local, state, and federal laws and regulations applicable to employment and training programs and social service programs; principles and practices of vocational, career, and employment counseling; employment/training contract marketing, preparation and administration; local social service agencies, vocational education organizations and employer groups; specialized supports to provide success for individuals with mental illness; Oregon regulations for documentation in mental health records for the purpose of billing; local labor market demographics and trends; fidelity supported employment model.
Skill to: Engage individuals with severe mental illness in meaningful work; research training and employment opportunities within the labor market area; educate prospective employers about fidelity supported employment; negotiate employment/training contracts on behalf of the agency; develop employment networks with local agencies and employers; establish solid business relationships with local area employers; interview applicants and assess problems and needs; interpret and apply laws, regulations, policies and program standards; partner with Employment and Training Specialists to match participant's skills, goals, and interests to employer's needs or training program; prepare and deliver presentations to employers regarding program opportunities; communicate effectively both orally and in writing; prepare written reports, maintain statistics and evaluative information used to formulate reports; establish and maintain positive and effective working relationships and communications with County staff, internal and external customers, community partners and funding source agencies.
This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
