The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a 401 Water Quality Specialist (Natural Resource Specialist 2) in Portland, Oregon.

DEQ has a centralized policy and planning component and regional offices to accomplish its mission. There are 3 regions (Northwest, Western, and Eastern); this position is in the Northwest Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.
What you will do!
The 401 Water Quality Specialist will review and evaluate applications for dredge and fill permits under the US Army Corps of Engineers and the Oregon Division of State Lands coordinated permitting programs. You will establish findings and conditions to protect water quality and beneficial uses; perform site visits to provide technical assistance; assure compliance; and measure program effectiveness.

This is a full-time, AFSCME represented position.
What are we looking for?
Bachelor’s degree in a physical science, environmental science, or closely related field, AND 2 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable).
Experience interpreting rules, regulations, laws, agency guidance, and procedures for internal and external stakeholders.
Experience conducting inspections for water quality related permits or 401 water quality certifications.
Experience conducting public process requirements (public notices, public meetings, and/or hearings) related to regulatory decisions.
Experience reviewing and issuing 401 water quality certifications.
Experience working with project applicants and multiple state and federal agencies on environmental clearances.
Experience with conducting fieldwork, performing environmental monitoring/sampling, and performing data management.
Experience reviewing technical reports and analyzing scientific data.
