The purpose of this position is to assist in developing, maintaining and monitoring the City’s budget. Prepare budget estimates on a variety of issues and perform other complex financial analyses. Work closely with staff throughout the City at all levels of the organization.
This is a full-time, regular, exempt position that is non-union. The schedule for this position is M-F, 8:00 am to 5:00 pm.
Monitor department budgets and resolve budget issues as needed, utilizing an understanding of operations, practices, and City/departmental needs. Assist departments through the budget process and prepare a variety of budget reports; review budget submissions and identify issues. Provide rate and financial model development, and prepare reports to help department managers assess their financial performance against budgetary targets. Prepare ad hoc analyses on a variety of financial issues for departments, the Chief Financial Officer, City Manager as well as other City leadership. Prepare presentations and present budget information for a wide variety of audiences.
Provide technical direction and assistance to department staff in the development and analysis of budget submissions and review/correct the work of department staff to ensure the consistency, reliability and quality of financial data. Provide training, consultation and technical assistance in the use of budget software and provide ongoing assistance and troubleshooting during the budget preparation and utilization processes.
Assist with integrating performance measurements and reviews into the budget process by maintaining financial policies or directives and conducting multi-variant statistical analyses to discover patterns (e.g., connecting seemingly isolated cases) and determining cause-effect relationships.
Prepare the Biennial Budget Book report for submission to the national rating agency and prepare reports for Council and City management.
Perform related duties and responsibilities as required.
Experience and Education
Four years of relevant experience in financial analysis. Experience in the public sector or entities of similar regulatory complexity preferred.
Bachelor’s degree from an accredited college or university with major course work in finance, accounting, business or public administration, or a related field. Master’s degree is preferred.
Proficiency with budget database systems; experience preferred with Oracle and Hyperion;
Advanced skills in Microsoft Excel and Power Point;
Intermediate skills in Microsoft Outlook, and Word
