his position will perform professional engineering and/or administration work in the management, administration and quality assurance aspects of projects during the construction. Projects are typically for transportation, storm water, drinking water, wastewater collection/treatment systems, and can include other public works projects. Work with other groups, such as an inspection team, to assist project managers on assigned construction projects.
This is a full-time, regular, non-union, exempt position. The schedule for this position is M-F, 7:30am to 4:30pm.
Salary Range: Civil Engineer, as displayed. Associate Civil Engineer, $6,045 - $7,859.
Assist Project Manager (PM) to assure quality (Q/A) for City-funded capital construction projects and act as liaison between the City and the contractors. Review the work of construction inspectors assigned to the project. Ensure terms of contracts are fulfilled by contractors. Assist in representing and negotiating on the behalf of the City in contract related matters including changes to schedule, scope, and budget. Approve project submittals, track project material approvals, and assist in preparation of contractor pay estimates.
Respond to project-related concerns of internal stakeholders, external citizens and project neighbors. Assist in resolution of complaint calls and coordinate appropriate responses from contractors. Respond to questions and concerns about the projects and either resolve the issue or direct the concern to other City staff for resolution.
Assist higher-level staff with the budgeting of division resources and development of division staff utilization plans. Provide and analyze data. Make recommendations to management.
Represent the Construction Division and the Public Works Department regarding assigned projects in formal local governmental proceedings such as City Council meetings.
Fill-in for project managers as needed; this can include, but is not limited to, acting as the PM for developer funded projects and leading the development inspection team.
Perform related duties and responsibilities as assigned.
Education and Experience
Equivalent to a Bachelor's Degree in Civil Engineering or related field.
One (1) year of related experience in Civil Engineering or Construction Management.
Four (4) years of related experience in Civil Engineering or Construction Management.
Equivalent combinations of education and experience may be considered.
Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint.
Required Licenses and/or Certifications
Possession of a valid driver’s license.
Possession of a current Engineer in Training (EIT) certificate and the ability to obtain a Washington State Professional Civil Engineering license within three years of becoming eligible to take the Principles and Practice of Engineering exam.
Possession of Washington State Professional Civil Engineering license or ability to obtain through reciprocity within one year of hire.
