This employment opportunity is with the Health Systems Division within the Oregon Health Authority. There is one full-time, permanent position located in Salem. This position is management service and is not represented by a union.

DUTIES & RESPONSIBILITIES
As the Provider Clinical Support Services Manager, you will ensure Providers of Clinical Services for Medicaid members have access to supports and resources to navigate the healthcare system. The scope of this position includes, but is not limited to, strategic planning, process improvement, clinical decision making, and performance improvement.

MINIMUM QUALIFICATIONS
Four (4) years of management experience in a public or private organization which included responsibility for each of the following:
a) development of program rules and policies;
b) development of long- and short-range goals and plans;
c) program evaluation; and
d) budget preparation.
OR
Three (3) years of management experience in a public or private organization which included responsibility for each of the following:
a) development of program rules and policies;
b) development of long- and short-range goals and plans;
c) program evaluation; and
d) budget preparation,
AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

SPECIAL QUALIFICATIONS
In addition to the above minimum qualifications this position also requires a valid clinical licensure (e.g. Register Nurse, Medical Doctor, Doctor of Osteopathic, and other clinical professionals.) Your application will be removed from consideration if this information is not provided.

REQUESTED SKILLS
• Knowledge of Health Systems policy and operational program administration.
• Experience implementing program policies and rules.
• Knowledge and experience in CMS (Centers for Medicare and Medicaid Services) waiver and demonstration projects.
• Experience related to organizing, setting goals and priorities, and monitoring performance measures.
• Experience in managing higher level clinical staff.
• Experience in strategic planning, managing a design, implementation, process improvement and evaluation of multiple programs and activities related to healthcare.
• Knowledge and skills related to contract administration.
• Experience working with internal/external stakeholders and partners, and medical professionals. Frequent contact with the Governor's Office, healthcare providers, professional associations, government officials and legislators.
• Experience in health equity, addressing systemic health disparities and collaborating with diverse, vulnerable and underrepresented populations.
