Tuality Healthcare (downtown Hillsboro) and OHSU (Marquam Hill, Portland). Primary office will be at Tuality Healthcare with regular expected travel to OHSU. Employee must have own transportation between work sites.
Functions/Duties of Position
The Marketing and Communications Manager is responsible for supporting the business objectives of the Tuality Healthcare, part of the OHSU health system. The role reports directly to OHSU’s associate director of marketing but will have matrixed accountabilities to the Tuality Healthcare president and to the associate vice president of strategic communications at OHSU. The incumbent will be primarily located at the downtown Hillsboro campus of Tuality Healthcare.
The Marketing and Communications Manager will be primarily responsible for internal communications at Tuality and community outreach in the Tuality service area, and for supporting the execution of marketing communications plans designed to achieve the business goals of Tuality Healthcare. Other responsibilities will include reviewing and triaging communications and marketing requests from Tuality Healthcare providers and staff, serving as a team lead for marketing and communications staff located at Tuality Healthcare, fielding media inquiries, supporting the PIO function at Tuality Healthcare, and supporting Tuality Healthcare leadership with other duties as assigned.

The role requires excellent presentation and stakeholder management skills, superb writing and verbal communication, and exceptional project management skills. The incumbent must have substantial progressively responsible experience in marketing communications, with experience in healthcare strongly preferred. Broad experience with a range of key marketing and communications functions—internal communications, community relations, social media, media relations, creative, marketing, digital, analytics—is preferred.
The incumbent will work directly with an array of stakeholders inside and outside the department, including senior-level providers and administrative leaders. Excellent customer service and personal skills are paramount.
Key responsibilities:
Community relations
Develop and execute community relations plans, recommending strategies and tactics designed to support business objectives and enhance the reputation of Tuality Healthcare in the surrounding service area. Specific tasks may include:
•Suggesting and/or participating in community research initiatives to help better understand local sentiment on specific issues
•Owning a roster of key community stakeholders and stakeholder groups, and managing regular contact(s) with them
•Working closely with Tuality Healthcare leaders, the Tuality Healthcare Foundation, OHSU Government and Community Relations staff, and OHSU Marketing and Communications staff to ensure alignment on objectives and contacts across the OHSU health system
•Supporting Tuality Healthcare leaders and staff with talking points and other collateral for appearances at stakeholder meetings
•Attending community group or other stakeholder meetings as a representative of Tuality Healthcare, as required

Internal communications
Develop and execute internal communications plans, recommending strategies and tactics designed to improve employed provider and staff engagement with leadership objectives for Tuality Healthcare. Specific tasks may include:
•Soliciting input or reviewing data from Tuality Healthcare leaders and staff, including participating in required meetings, in order to understand employee engagement needs and objectives
•Working closely with OHSU Strategic Communications staff, including attending meetings, to leverage centrally available tools and messages across the OHSU health system
•Managing or coordinating the local instance(s) of any tools required to support internal communications (e.g., intranet, email marketing software, blogs, newsletters)
•Developing content for internal communications (e.g., posts on OHSU Now, internal newsletters, leadership email messages, video messages, talking points for local issues management)

Marketing and communications project management
Field, assess, and then respond, delegate or execute on requests for marketing and communications support. Specific tasks may include:
•Participating in regular meetings with Tuality Healthcare leaders and staff, as assigned, to understand marketing and communications needs and objectives
•Working closely with OHSU Marketing staff, including attending meetings, to understand centrally available goals, objectives and resources, and ensure alignment with local needs at Tuality Healthcare
•Establishing intake procedures and serving as the primary on-site liaison for marketing and communications requests originating at Tuality Healthcare
•Establishing and applying assessment criteria to help prioritize incoming requests and identify how to respond (e.g., coordinating with appropriate local resources, coordinating with the appropriate OHSU resources, connecting the requestor to outside resources)
•Establishing and executing on appropriate ongoing project management for all requests, including mechanisms for reporting on prioritization and delegation, expected project completion times, and elevating off-track projects for further action
•Reviewing and responding to submissions on the template portal for Tuality Healthcare materials
•Assigning tasks to other team members at Tuality Healthcare, or requesting support from other OHSU health system team members
•Personally executing on projects that require local ownership
Media relations and PIO
Coordinate responses to media inquiries and serve as on-site PIO as needed. Specific tasks may include:
•Fielding media inquiries directed to Tuality Healthcare, and coordinating with OHSU Strategic Communications staff on responses
•Supporting the on-site PIO, or serving as the on-site PIO, during instances when the Tuality Healthcare incident command center is activated
Team, vendor and budget management
Serve as team lead for Tuality-based marketing communications staff (e.g., events, provider relations, creative, digital). Specific tasks may include:
•Establishing regular cadence and forum for convening site-based marketing communications team and assessing progress on common projects
•Serving as on-site contact and manager for local instances/license of key OHSU software applications (e.g., internal communications mobile application, marketing project management software, brand management software, intranet)
•Serving as primary local liaison for vendors working on marketing communications issues for Tuality Healthcare
•Providing regular reporting on team activities for OHSU supervisors and Tuality-based leadership
•Providing input for OHSU-managed staff members based at Tuality, at the request of OHSU-based supervisors
•Developing Tuality Healthcare marketing communications budget, in collaboration with OHSU-based staff, and managing expenses against budget

•Bachelor’s degree in communications- or marketing-related discipline. Commensurate experience may be considered in lieu of a degree
•At least 5 years’ experience as primary communications contact for an organization
•Substantial experience managing community relations (e.g., events, public relations, sponsorships)
•At least 7 years of progressive responsibility in:
◦Developing complex, integrated marketing communications plans
◦Executing integrated marketing communications campaigns
◦Marketing communications project management
•Ability to work cooperatively with diverse departments and employees
•Ability to work quickly under pressure, managing deadlines and keeping projects on track
•Ability to synthesize and analyze complex issues
•Strong attention to detail
•Strong ability to prioritize and work independently
• Ability to sit for at least two hours at a time, with heavy use of a computer and multi-line phone
•Ability to lift and carry at least 25 lbs.
•Ability to speak clearly and make presentations to a variety of internal audiences
•Must be able to perform the essential functions of the position with or without accommodation

•Graduate degree or graduate-level coursework in communications, business, marketing or related field
•At least 2 years’ experience working in a health care and/or academic medical center setting
• Knowledge of best practices in SEO and SEM.
•Knowledge of best practices in content strategy
•Knowledge of best practices in digital advertising and content promotion
