The Visions Program Manager is responsible for providing high quality programs and services to youth in the Visions Proctor/Day Treatment. This includes ensuring the program is operated with efficiency and effectiveness, meets contractual obligations and targets, and has consistently positive outcomes for youth in the program. This position reports to the Sr. Director of Proctor Programs.

I) Essential Duties and Responsibilities
Program Leadership & Management:
Attract, develop, coach, and retain high-performing team of supervisors and staff, empowering them to operate with programmatic and operational excellence
Develop and/or maintain systems, processes, and practices to ensure consistent, high-quality program and personnel management
Provide leadership in development of inter-team communication and cohesiveness, enhancing culture and supporting staff during programmatic growth
Instill a sense of accountability among team members by modeling close oversight of individual and organizational performance standards
Ensure consistency, communication, and coordination within the program including the clinical team, Proctor Parents, and the Youth Progress Learning Center.

Program Administration:
Manage all programmatic and operational aspects of Visions program
Implement and maintain systems of clear expectations and accountability for departmental staff and managers
Manage expense budget effectively
Ensure revenue targets are being met or exceeded through maintaining target number of placements, and stability of youth in the program
Ensure compliance with contracting, licensing, and reporting for the program
Prepare program and department reports and other required documentation
Proactively anticipate upcoming program challenges and build and/or codify processes to resolve them.
Build and expand upon existing program model, infrastructure, systems, processes and procedure.

Program Development, Design, and Evaluation:
Participate in the development of objective performance measurements within the program to ensure consistent, high-quality evaluation and goal setting for employees and programs, including program level and client level data and dashboards
Coordinate with QA manager to ensure consistent and effective data collection, program analysis, and evaluation
Analyze needs and trends of youth involved in the programs, and in partnership with key internal and external stakeholders. Ensure program effectively meets these needs.
Work closely with Sr. Director to shift program from basic compliance to having a strong program model in which we have clear data and metrics, fidelity measures and ability to conduct program evaluation

Staff Supervision:
Empower staff by running weekly one-to-one meetings and team meetings
Be a cultural leader by maintaining a calm, positive, and professional presence. Role-model problem-solving and conflict resolution throughout your work.
Ensure that our Proctor (foster) parents have easy access to program resources by participating in the after-hours or weekend on-call rotation.

Program Quality:
Implement and maintain strategies designed to improve program outcomes
Ensure we are meeting our clients on the same level, treating them with respect and seeing their true potential.
Maintain clients safety and help them progress toward their treatment goals by ensuring that staff understand and employ program policies, practices, and procedures.
Enhance communication within and between program areas by creating routines and procedures.
Review reports and documentation and provide coaching and support to staff so that work is completed on time and meets state standards.
Maintain the health of our clients by ensuring prescribed medications are provided and the administrative tasks that ensure clients receive their medications are documented correctly and on-time.

External Relationships:
Cultivate and maintain relationships with funders and ensure strong and consistent communication
Develop and maintain relationships with partner organizations involved in ensuring high quality services to our youth
Represent Youth Progress at relevant external meetings

II) Position Requirements
3+ years progressive administrative, management and supervisory experience in a social service environment required.
Master of Social Work or related field prefered
Experience providing services to youth involved in the juvenile justice and foster care systems required.
Experience in planning, managing and evaluating the delivery of services and design of programs within a social service organization.

Hours: Typically 8:30-5, M-F
Co-workers: The Program Manager will work closely with the Sr. Director, staff, and our team of Proctor parents. As an agency, we are creative, dedicated, and driven. We’re often busy, but never too busy to help brainstorm a complicated problem or share a word of support.
Day to day: For our this position, no two days are exactly alike. However, on any given day, you will spend lots of time with youth and staff, speak with outside resources to coordinate some aspect of client care, and review documentation. If you are someone who enjoys lively days, is deeply committed to advancing equity, has a strong ability to take programs to the next level, and faces each new challenge with poise, this position could be a great fit.

Applicant Qualifications:
Bachelor’s degree in psychology, social work, or social sciences
2+ years experience in direct services working with system involved youth
2+ years of managerial experience
Current driver’s license
Master's degree in social work or related field preferred
Experience ensuring young adults have access to employment opportunities, financial capability building, economic opportunities
