We are excited to announce an opening for an Operations & Policy Analyst 1. This position is with the Oregon Employment Department, Workforce Operations Division. Bilingual applicants are encouraged to apply.
There is one, permanent, full-time positions located in Salem.
This recruitment will be used to establish a list of qualified applicants to fill the current vacancies and may be used to fill future vacancies as they occur.

We accomplish this by administering the Unemployment Insurance (UI) program; recruiting and referring applicants to job openings and assisting job seekers in their employment searches (Workforce Operations); and developing and distributing workforce and economic information (Workforce and Economic Research).

What you will be doing:
The primary purpose of this position is to serve as a technical expert, resource, and liaison between the WorkSource centers and the Workforce Operations Division of the Oregon Employment Department. In this role you will:
Review and recommend administrative rule and concept revisions, program or other operating procedures, policies, guidelines and business systems.
Use a fundamental/introductory level of knowledge of: Workforce Innovation and Opportunity Act (WIOA), technical guidance letters, operating and other related program information (e.g. migrant and seasonal farmworkers (MSFW), Veterans, Work Opportunity Tax Credit (WOTC), Supplemental Nutrition Assistance Program (SNAP), Able-Bodied Adult Without Dependents (ABAWD) and the Labor Exchange system) and the Work Source Oregon (WSO) standards related to system operations
Evaluate data, processes, procedures, and make recommendation to support state wide operations at WSO centers
Interprets federal and state laws as well as established OED policies and procedures, and apply this knowledge of federal regulations to support the 37 WorkSource Oregon Centers with effective delivery of services to customers
Use a Business Intelligence tool to assist program technicians/federal programs staff in analyzing performance, identifying business system improvements
Participate in evaluations of business systems, methods, and procedures of administrative systems (e.g. infrastructure agreements, data sharing agreements)
Analyze and respond to technical information requests from WSO Center management team. (e.g. develop methodology to ensure compliance with requirements for documenting support services and transactions with customers)
Collaborate and support Technical program staff with data access and reporting needs including the systems specifications. (e.g. integrating an online system for complaints reporting and tracking)
Attend and support review meetings with Property & Risk Management to review WSO center issues and ensure delivery of services at centers is not impacted. Identify areas of concern and make recommendations to manager.

This is what you need:
MINIMUM QUALIFICATIONS (Required Skills)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any related degree demonstrating the capacity for the knowledge and skills;
Any combination of experience or education equivalent to three years technical-level experience related to workforce management, technical systems, business systems or regulatory programs.

Gives presentations on programs to large, medium and small groups. Requires input and retrieval of information from the computer system. Requires communication by telephone and in-person.
