The purpose of this position, under the direction of the Risk and Safety Manager, is to lead, manage, develop and implement comprehensive safety and health programs for City employees. Interpret complex state and federal safety laws and policies. Interact with management and employees in City departments, and act as a technical advisor on safety issues. Direct the administration of safety training to employees and departments. Identify, analyze, and minimize exposure to personnel and property losses; serve as an ambassador for the City to promote safe work procedures.

This is a full-time, regular, exempt position. The schedule for this position is M-F, 8:00 am to 5:00pm.

Essential Functions:
Leads in the development and implementation of safety and health standards, programs, and guidelines for City departments and employees.
Research and interpret safety and hygiene regulations to develop procedures that meet Federal, State and City requirements. Provides technical assistance, consultation, and guidance to personnel, supervisors and management on safety programs and projects.
Conducts Safety and Industrial Hygiene Audits. Evaluates work sites for compliance with Federal, State and local laws. Examines work stations, equipment, materials, and storage facilities to ensure safety to employees. Makes recommendations for corrective actions of detected hazards and unsafe working conditions.
Evaluate accident and injury records to determine financial impact, conduct post-accident investigations into serious accidents and near-miss accidents. Conduct root cause analysis and make recommendations to management on corrective actions and preventative measures.
Promotes a culture of safety through the ability to work with employees and management to achieve cultural change. Maintain positive and proactive relationships with managers, employees, partners and regulatory agencies.
Directs the coordination of Safety Training for all departments throughout the City and partners with department level Safety Coordinators in conducting and coordinating training. Works with multiple organizations to determine needs or requirements for safe procedures and practices. Leads in the development, revision and distribution of comprehensive safety training programs, guides, manuals, and presentations on a variety of related subject matter.
In collaboration with Workers’ Compensation Specialist, track incidents and accidents, maintain required OSHA reporting, and create and present safety metrics. Input data into RMIS.
Assists in organizing and participating in the City’s safety committees to reduce frequency and severity of safety and hygiene incidents and injuries.
Assure that proper safety devices have been installed on City property and in work areas;
Select and recommend the purchase safety equipment;
Recommend disciplinary action for failure to comply with regulations;
Perform related duties and responsibilities as assigned.

Experience and Education
Three (3) years of related experience in principles and practices of accident prevention, loss control, industrial hygiene and safety programs..
Bachelor's Degree in Occupational Health & Safety or related field.
Equivalent combinations of education and experience may be considered.

Computer Skills
Basic skills in Microsoft Word, Excel, Outlook, PowerPoint.

Required Licenses and/or Certifications
Possession of an appropriate, valid driver’s license.
Certified Occupational Safety Specialist (COSS), Certified Health and Safety Technician (CHST), and/or Certified Safety Professional (CSP) preferred.
