Serving in a lead senior capacity, the Senior Procurement Analyst is a key player in leading, coordinating and conducting highly complex procurements related to design and construction services, architect and engineering and other highly complex professional and technology related services. The Senior Procurement Analyst serves as a subject matter expert and team lead, providing advice and solutions and ensuring compliance with Local Contract Review Board Administrative Rules and applicable law and working with management for policy and procedure formulation and updates.

Procurement Analysts regularly perform a variety of senior-level professional technical and administrative duties including customer service, advise on best procurement approaches including equity and inclusion strategies; consult on, lead and prepare solicitation documents; department training; and other duties necessary for efficient and effective contracting and procurement services. A significant portion of this work involves leading the procurement process for departments to fulfill their purchasing needs while ensuring requests align with established policies and procedures. This includes reviewing and researching information and ensuring requests are handled appropriately.

Our Procurement Division oversees and facilitates the procurement process for a host of goods and services for all Metro departments and venues including the Oregon Zoo, the Oregon Convention Center, the Portland'5 Centers for the Arts, Metro recycling and hazardous waste facilities, parks and nature, and more. Our primary goals are to assist our various departments with effectively securing the goods and services they need, maintaining fiscal responsibility in contracting, and furthering efforts to increase contracting with minority, women, service disabled veteran and emerging and disadvantaged businesses.

Three years of experience in a comparable position with knowledge of business enterprise systems and a Bachelor's degree in Business, Public Administration, Finance, Accounting or a related field
