The Oregon Department of Environmental Quality currently has a full-time opportunity for a Water Quality Compliance Specialist (Natural Resource Specialist 2) in Pendleton, Oregon.
The Water Quality Program develops and implements programs that protect and enhance groundwater and surface water quality (Waters of the State) by: monitoring water quality; setting water quality standards; establishing total allowable pollutant loads for water quality limited surface waters; analyzing water quality data to determine problem areas; developing strategies, programs, rules or legislation to address identified problems; issuing individual and general permits to regulate pollutant discharges to Waters of the State; providing financial assistance to qualifying municipalities for construction of water quality pollution control facilities; issuing certifications to wastewater operators and classifying wastewater collection and treatment systems according to complexity; manage the placement of municipal sewage sludge; overseeing industrial pretreatment programs; regulating subsurface sewage discharges through on-site sewage disposal program; licensing septic tank pumpers and installers; reviewing and approving federal actions in Oregon surface waters and developing programs to control non-point sources of pollution.
The Regional Divisions are responsible for implementation of Water Quality, Air Quality, Waste Prevention and Management and Environmental Cleanup Programs, compliance inspection of permitted facilities, enforcement of permits and requirements, issuance of air, water, and solid waste permits, investigation of complaints, issuance of subsurface permits in counties, response to spills or other incidents with environmental impacts, direct contact and liaison with other governmental entities, industries and the public. The Regions consist of Northwest, Western, and Eastern. This position is located in Pendleton, OR in support of the Eastern Region.
What you will do!
The Water Quality Compliance Specialist (NRS2) serves as the primary reviewer of Discharge Monitoring Reports (DMR) submitted by NPDES and WCPF permit holders in the Eastern Region (ER). You will work independently to view either hard-copy versions or use software to review electronically submitted DMRs and attachments to ensure that the permit holder is or is not in compliance with established standards. You will be responsible to provide the essential support to other DEQ Compliance Staff and to the Permit Holders’ to assist them in correcting their DMR violations. You may also be responsible to perform inspections to confirm violations of DMRs and their status.

This is a full-time, AFSCME represented position.
What are we looking for?
Two years of experience in (specify natural resource program area and level of responsibility). AND Bachelor's degree in (specify natural resource area), or three additional years of related, pertinent experience. (an equivalent combination of education and experience is acceptable)
Excellent computer skills with expanded knowledge of Excel and Access.
Excellent verbal and written communication skills.
Experience interpreting rules, regulations, laws, agency guidance and procedures.
Experience conducting inspections, obtaining and assessing data and analyzing results.
Experience working with water quality principles such as sampling and analysis, water quality standards and the function of permits.
Experience with DMRs and working with NPDES and WPCF permit holders.
Experience applying quality control information to define the quality of measurements or data.
Experience making compliance determinations and moving forward with enforcement processes when appropriate.
Ability to work diplomatically with a regulated community.
