If you answered "yes" to the questions above, we want you to join our team as the Emergency Medical Services (EMS) Coordinator (Classified as Training & Quality Assurance Coordinator). If selected for this position, you will have a unique opportunity to enhance the EMS system throughout Clackamas County. As an EMS Coordinator, you will work with both, the EMS Program AND the 9-1-1 dispatch & call-taking system. You will assume the leadership role over the EMS system with a goal of improving emergency care, public health and, ultimately, saving lives throughout Clackamas County.

Additionally, the most critical components of this role include monitoring the Ambulance Service Area plan; participating in the development and implementation of program policies, procedures, goals and objectives; planning, coordinating and communicating activities for emergency medical services; participating in the development and monitoring of contracts and intergovernmental agreements; serving as staff liaison to the EMS Council and associated committees; providing information and technical expertise to county employees, local and regional agencies and the general public; recommending and implementing improvements and modifications related to program activities; and representing Clackamas County in relevant committees, workgroups and meetings at the local, regional, state and national levels.

Please Note: This position is a result of a joint partnership between the Clackamas County Communications (CCOM) 9-1-1 Department and the Health, Housing & Human Services Department / Public Health (PH) Division. It is funded by Public Health and housed at the CCOM Department. As part of this unique partnership opportunity, you will be charged with coordinating work within both departments, including attending regular Public Health staff meetings while being a CCOM employee.

Required Minimum Qualifications/ Transferrable Skills:*
• Experience implementing emergency medical services programs, policies, practices and procedures (Note: experience as a 9-1-1 Dispatcher in a consolidated environment may count towards this requirement.)
• Working knowledge of emergency communications systems, including 9-1-1 dispatch systems
• Quality assurance and/or quality improvement experience (Note: this may include project or other initiative work.)
• Customer service experience
• Experience with program planning and program evaluation
• Experience with research methodologies and techniques for data collection, as well as experience conducting data analysis and providing recommendations based on the analysis
• Experience preparing clear and concise reports
• Strong public speaking and/or meeting facilitation skills
• Experience providing presentations to a variety of audiences
• Effective verbal and written communication skills
• Strong interpersonal skills that translate into all of the following:
o Ability to establish and maintain effective working relationships and partnerships both internally and externally
o Ability to handle a wide range of situations and circumstances effectively, positively, and professionally and to maintain composure in difficult, stressful and quickly emerging situations

• Must be able to work shifts, including evenings, weekends and holidays
• Must be available for 24-hour response to emergency situations or other urgent issues
• Must pass a criminal history check, which will include national or state fingerprint records check
• Possession of a valid driver's license or an acceptable alternative method of transportation. Preferred Special Qualifications/Transferrable Skills:*
• Knowledge of federal, state and local laws and regulations governing emergency medical services
• Technical writing experience
• Experience with grant development
• Experience in ambulance, hospital, fire agency or public health settings
• Emergency Medical Technician (EMT) Certification
• Paramedic Certification
• National Academy of Emergency Dispatch (NAED) Emergency Medical Dispatch (EMD) Certification
• NAED EMD-Q Certification (trained by NAED to be a certified medical case reviewer)
• Pro QA experience
• Experience with AQUA 7 Ascent case review software
• Association of Public Safety Communications Officials (APCO) Communications Training Officer (CTO) Certification
• Experience working with multiple committees and/or multi-agency work groups

Other Qualifications within Six (6) Months of Hire:
• Possession of or the ability to obtain National Academy of Emergency Dispatch (NAED) Emergency Medical Dispatch (EMD) Certification
• Possession of or the ability to obtain NAED EMD-Q Certification (trained by NAED to be a certified medical case reviewer)

 Compensation:
o Annually: $79,647 - $100,360
o Hourly: $38.29 - $48.25
