The Director will oversee the expansion and management of the Family Support & Counseling Division. This division includes the outpatient mental health clinic, pregnancy & parenting services, adoption services, and the anti-human trafficking program. The Director will lead the development of systems to ensure the division serves as the agency's central counseling and case management program serving diverse needs of homeless women and families, refugees, immigrants, survivors of domestic violence, and other vulnerable groups. Services include counseling, case management, education, trauma and legal services, housing and employment support, advocacy and adoption. Division director serves as key thought leader in developing strategies to assist the most vulnerable.


Lead the continued development of multi-team division(s) for counseling and case management services.
Provide expert leadership in continuing to refine and integrate clinical services for all divisions.
Conduct ongoing assessments of community needs and client populations; develop and implement systems for clinical services, casework procedures, caseload standards, tracking and quality assurance.
Expand services in Pregnancy and Parenting, Peer Support, and Anti-Human Trafficking Victims Programs and collaborate with the Manager to expand Intercultural Counseling Center.
Partner with the Development team to highlight and showcase the work of these divisions with the goal of identifying opportunities for new services, obtaining new contracts, and developing relationships with community funding partners.
Active participant in fundraising and grant writing initiatives to build a successful comprehensive human services agency.
Ensure that all services incorporate best practice standards in social service delivery and are flexible and responsive to the needs of target populations.
Provide management and professional leadership and direction to the social services division of the organization.
Ensure effective management of all assigned program cost centers, monitor spending, expand insurance billing, and supervise the administration of client assistance funds according to agency and program guidelines.
Develop and maintain collaborative relationships with Department of Human Services' personnel, State Licensing personnel, and community partners. Consistently update program policies and procedures to meet all licensing and agency standards.
Ensure that all assigned services are provided in accordance with applicable State and Local regulatory requirements, Catholic Charities Board Policies, Social Service Delivery Policies, and the Catholic Charities Code of Ethics and Code of Conduct.
Monitor established objectives and operational and performance metrics for all clinical and case management services.
Prepare reports to inform management and stakeholders on clinical offerings, their effectiveness, and the program's attainment of establish goals and initiatives.
Assist treatment staff to establish high performing teams that meet or exceed program or organizational performance goals and quality measures.


Masters Degree in Social Work (MSW) or MA in Counseling or related discipline required; LCSW, LMFT, LPC Required.
At least 5 7 years professional experience managing social service programs, including extensive experience with staff supervision, program development, quality assurance and budget management.
Ability to communicate concisely and effectively, both verbally and in writing in English and Spanish preferred.

Must demonstrate high degree of cultural competency (possess a working understanding of diverse cultures).
Exceptional ability to collaborate with other agencies and programs.
Commitment to the Social Justice teachings of the Catholic Church.
Demonstrated judgment and discretion in dealing with confidential matters.
Advanced skills in Microsoft Office programs (including Word, Excel, Outlook and PowerPoint).
Must be able to organize and prioritize work, be proactive, take initiative, resolve problems, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner.
Strong analytical and strategic problem solving skills.
Ability to work well in team setting, as well as independently; be flexible and adapt well to different dynamics.
Ability to lift 40 pounds.
Travel between sites in Portland required. Must have driver's license, access to vehicle and ability to obtain automobile insurance at levels required by agency (100/300/100).
Satisfactory results from criminal, civil and/or motor vehicle background check required.
