The Office of the Oregon State CIO (OSCIO) is a statewide government information technology (IT) division led by an administrator who also serves as Oregon's Chief Information Officer (CIO). The CIO is a statutory position appointed by the Governor. The OSCIO provides statewide IT leadership by maturing enterprise technology governance, leveraging investments in shared services, ensuring transparency, providing oversight, and delivering secure and innovative solutions. This position will be part of the Basecamp Program’s Vendor Management Team within the OSCIO.

You will provide leadership in recommending and managing large, complex and often highly political statewide IT procurement's and sourcing strategies. You will also be responsible for monitoring and correcting vendor performance on statewide IT agreements. Additionally, you will be responsible for vendor relationship management and communicating the needs of our state agencies and local government partners to IT and procurement leadership and strategists. Finally, you will often be representing the program in front of large and diverse audiences in various venues across the state. This position serves to support statewide strategies as they relate to technology purchasing and will not be responsible for the direct development, implementation, maintenance or planning of specific technology projects.

The Basecamp Program was developed as a partnership between the Office of the State Chief Information Officer (OSCIO) and Procurement Services (DAS-PS) within Oregon's Department of Administrative services (DAS) to provide greater access and improve the quality and delivery of information technology (IT) solutions across the state.

Finally, our vendor management practices help ensure the services provided continually meet the quality levels our stakeholders expect.

What We Are Looking For?

An IT professional with a Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.


Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

While these skills are not required, candidates who are the most competitive will have experience with the following:

IT knowledge and understanding
Managing vendors and resolving customer vendor issues
Evaluating vendor performance
Strategic planning and execution
Working on or with procurement teams and/or managing procurement contracts
Building solutions with abstract requirements and limited instruction
Conducting research and developing recommendations based on research/data findings
Project management
Supply Chain Management experience or education
