The City of Hillsboro’s Water Department seeks an Engineering Manager who manages for excellence and relishes the challenges and triumphs of a fast-paced, visionary department. The Water Engineering Manager leads a high-performing team of talented individuals who are responsible for the planning, design, construction, plan review and inspection of local water distribution infrastructure and regional water supply infrastructure. The Engineering Manager assures the team’s continued success by developing new opportunities for employees at all stages of their careers. Effective communication skills, including skills conveying information in an organized manner both in writing and in public meeting settings, are essential to the success of this position.
Recognized as a regional leader for its forward-thinking leadership, the City of Hillsboro Water Department forecasts substantial 50-year growth in development and in water demands. The Water Engineering Manager will have the privilege of working closely with our partners in the development of a new regional water supply system, and in two existing regional water supply partnerships that are managed by the Water Department – Joint Water Commission and Barney Reservoir Joint Ownership Commission. Here are some exciting capital projects the Engineering Manager will help champion:
• $1.2 Billion Willamette Water Supply Program partner - participate in planning, design, construction and commissioning of a new 60 MGD water source, treatment and transmission system; completion in 2026.
• $35 million expansion of Oregon's largest (85 MGD) conventional filtration water treatment plant - scheduled completion by Fall 2019.
• Plan for system improvements to support integration of a new source of water supply into the local distribution system.
• Master planning for seismic resilience and continued expansion in local distribution systems and the JWC water treatment plant.
• Coordination with the Bureau of Reclamation’s Scoggins Dam expansion project.
General Statement of Duties
The principal function of an employee in this class is to plan and oversee the activities of professionals and para-professionals and is responsible for staff, process, function, and budgeting for their designated program or division. Responsibilities include supervising technical support and professional staff; providing advanced technical support on complex issues; providing staff support to Boards, Committees, Commissions, Executive City Management, and City Council; serves on special committees; serves as liaison for intergovernmental issues and joint ventures; develops policies and procedures; oversees studies and projects; manages and oversees compliance with applicable codes, regulations, and standards.
Acceptable Experience and Training
Bachelor’s Degree and 5 years’ experience related to area of assignment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
• Valid Driver’s License and a safe driving record
• Oregon Professional Engineer Licensure or ability to obtain within 6 months of hire date
• Five years’ experience managing engineering or technical staff – preferred
