The Oregon Department of Land Conservation and Development (DLCD) is currently recruiting for one (1) permanent Land Use/Transportation Planner, and two (2) limited duration Middle Housing Planners.

Land Use/Transportation Planner
The Land Use/Transportation Planner will manage planning projects that integrate land use and transportation within local communities and regions of the state. Most projects involve managing contracts with consultants who assist local governments. Some projects will involve direct technical assistance to local governments.

This position and these projects are funded through the Transportation and Growth Management (TGM) Program. TGM is a joint program with the Oregon Department of Transportation (ODOT). TGM supports community efforts to expand transportation choices for people. By linking land use and transportation planning, TGM works in partnership with local governments to create vibrant, livable places in which people can walk, bike, take transit, or drive where they want to go.

Middle Housing Planners
The two middle housing planners will be responsible for the implementation of HB 2001, adopted by the 2019 Oregon Legislature, which requires cities with a population greater than 10,000 and local governments within the Portland Metro area boundary to allow for middle housing types in all areas currently zoned for low-density residential development.

Specifically, these planners will be:

Working as part of a team on the adoption of a middle housing model code for local governments, administrative rules providing more details on the required provisions of local government middle housing codes, and administrative rules governing provisions allowing temporary exemptions from the law’s requirements for areas with significant public facilities deficiencies.

Work includes: 1) researching policy issues related to these administrative rules; 2) drafting administrative rule and middle housing model code provisions; 3) reviewing the work of technical consultants on these issues; 4) working and coordinating with stakeholders, other state agencies, and local governments on these issues; and 5) assisting with discussions and presentations on these issues to the public, the Land Conservation and Development Commission, professional groups, and local governments.

Granting funds, administering contracts, and reviewing final products related to $3.5 million of technical assistance to local governments during the 2019-2021 biennium for the purpose of local government adoption of zoning and development codes authorizing middle housing.

Work includes: 1) drafting and reviewing contracts and amendments to contracts, both with local governments and technical consultants; 2) administering and advising both local governments and technical consultants on the substantive and policy elements of contract implementation; and 3) reviewing the interim and final work products resulting from the contracts for compliance with the provisions of House Bill 2001.

Land Use/Transportation Planner Requested Skills:
• General experience in local government planning. Experience with Oregon's statewide planning program would receive added consideration as would experience in a range of population sizes.
• Familiarity with integrated land use and transportation planning including multiple modes (e.g., pedestrian, bicycle, transit, and automobile).
• Familiarity with planning to reduce greenhouse gas (GHG) emissions would receive additional consideration.

Middle Housing Planners Requested Skills:
• General experience in local government planning. Experience with Oregon's statewide planning program would receive added consideration as would experience in a range of population sizes.
• Experience in planning for housing and residential development. Examples of such experience include preparation of local government comprehensive plan provisions affecting housing, and preparation of technical studies such as housing needs analyses, or housing implementation plans for local governments.
• Experience in working with zoning or land development codes, either writing or amending such codes, or administering and interpreting such codes as part of a local government development review process. Work on development codes impacting housing and residential land use would receive added consideration.
• Experience working in the residential land development process reviewing and processing residential land use applications, either as an applicant or as a local government official.
