The City of Portland, Office of Community & Civic Life, is seeking an Adaptive Integration Supervisor.

This position joins the Office of Community & Civic Life at an exciting and dynamic time of change for the bureau and City. This position supervises a newly combined unit consisting of the newly emerging Adapt to Impact Team and the Immigrant & Refugee program. This position manages staff working on projects supporting all City bureaus through a multidisciplinary approach to system change within the City.

Building upon synergies from multiple programs and working with team members with exceptional talent and passion for the work, the supervisor will be leading leaders. In addition, this supervisor will need to support coordinating efforts within the Community & Neighborhood Involvement Center, a constellation of programs known as CNIC, pronounced "SEA-nick" or "scenic." This Supervisor I position reports to management of CNIC and maintains an office in City Hall.

This position strengthens the overall capacity of the bureau in key operational areas.

The position:
• Directs the strategic development and continuous improvement of several core programs and functions of the bureau.
This position will lead and manage the process for program evolution and development within their portfolio.
• Supports and manages a multicultural team that applies a racial and social justice analysis and delivers equitable outcomes through collective efforts.
• Oversees the consultation and product delivery of support for systemic change to City bureaus.
• Directs future program development, in coordination with community and City leadership.
• Develop and administer budget for all programs within their portfolio.
• Work with the director and leadership team to implement the bureau's strategic goals and intersectional equity efforts.
• Work with the director and leadership team to address complex community, bureau and citywide issues and goals.
• Maintain and cultivate contacts and relationships within multiple professional and community fields (city governance, program-specific areas, policy realms, community, and more),

TO QUALIFY:


The following minimum qualifications are required for this position:
1.Strategic thinking and demonstrated track-record in working respectfully and collaboratively with multicultural communities in social change and community-led efforts.
2.Ability to support community-generated agendas through leadership development, consensus building, integrity, transparency, savvy and consistency maintained in multiple arenas.
3.Design and implementation of programs and services that build community leadership and collective power for advocacy; cross-cultural and cross-issue organizing.
4.Ability to analyze, apply and generate data from lived experiences, social history, and traditional research methods in support of building of social change policy and practice agendas.
5.Exceptional judgment, discretion, tact and diplomacy in dealing with highly sensitive, complex, confidential and controversial issues and situations.
6.Ability to supervise, train and coach others to deliver and maintain consistent, high-quality standards and equitable outcomes.
7.Budget development and administration, monitoring budget performance, forecasting annual and multi-year revenue/expenses.


Other qualifications, preferred:
Bilingual in English and any of the City's 10 harbor languages (Spanish, Vietnamese, Chinese, Russian, Romanian, Ukrainian, Japanese, Somali, Arabic, Laotian).
