Position Summary:

Assist in monitoring and compliance of agency Disadvantaged Business Enterprise ( DBE ) program. Responsible for coordinating the planning, organization, and evaluation of the agency’s work with state certified firms including those firms certified as Disadvantaged Business Enterprises (DBE. Serve as a liaison to Disadvantaged Business Enterprises, and provide minority and low-income populations with opportunities to learn about and improve the quality and usefulness of transportation in their lives. Assist in the coordination of communication, marketing, promotional, and public-involvement efforts to strengthen community-based partnerships. Manage the agency’s summer youth internship program in conjunction with governmental partners. Represent TriMet at various organizations throughout the community. Maintain and enhance the TriMet DBE web page. Ensure a commitment to safety through consistent and professional behaviors in performance of job requirements that demonstrate safety is a fundamental value that guides all aspects of our work. Perform related duties as required.

Essential Functions:
Responsible for researching, developing, recommending, assisting and or implementing program and/or project plans to meet overall goals; develops and recommends program budgets; associated program policies and operating and administrative procedures; identifies and recommends solutions as needed to meet program requirements over the course of the project.

Actively participate in the development of solicitations including defining scope of work; participates in evaluating bidder proposals and contractor selection process associated with certified firms including Disadvantaged Business Enterprises ( DBE’S ).

Work with internal partners to coordinate monitoring and compliance of the agency DBE program. Provide technical support services to DBE’s, research and resolve issues as necessary. Draft program related reports.

Responsible for maintaining TriMet’s DBE program data and evaluating program effectiveness; which includes ensuring conformance with program budget and federal/state requirements; gathering and tracking data on associated budget for program activities; & developing program performance reports and recommendations.

Responsible for developing and maintaining program partnerships across external agencies and organizations and representing TriMet at various organizations throughout the community including minority chambers of commerce, community alliances, professional organizations and advisory boards. Assist in the development and implementation of the District’s marketing, promotional, and public-involvement efforts to strengthen community-based partnerships, and provide minority and low-income populations with opportunities to learn about and improve the quality and usefulness of transportation in their lives. Advise the department Director on transit equity issues.

Monitor transit services provided by the District to ensure that the level and quality of such services are sufficient to provide equal access and mobility for any person without regard to race, color, national origin, or socio-economic circumstance. Evaluate the District’s data collection and report the potential impacts service and fare changes may have on minority and low-income populations. Assists in the coordination of agency’s Access Transit fare assistance programs.

Position Requirements:
Bachelor’s degree in Public Relations, Communication, Diversity Studies or related field.

A minimum of 4 years total credited experience. Experience in communications work or public relations with a focus on writing for diverse audiences and coordination of events and associated communications.

Or any equivalent combination of experience and training.

Salary Range:
Minimum:$59,230.00
Midpoint: $74,037.00
Maximum: $88,844.00
