The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses.

This position is with the Building Codes Division (BCD). BCD adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment.

This position is represented by the American Federation of State, County and Municipal Employees union (AFSCME).

Here’s what you will do:
As an Accountant, your duties will include:

Monitor multi-faceted accounting system including division disbursements, whether through accounts payable or petty cash
Division accounts receivable
Revenue transactions for immediate response to customers
Complex month-end revenue reconciliation and reporting
Expenditure and fund accounting activities
Assist with the preparation of a variety of agency expenditure, revenue, budget status and other management reports
Assist with preparing budget by running informational queries and analyzing data
Here’s what you need to qualify:
Minimum Qualifications:

1. A valid and current CPA certificate

OR

2. Two years of professional accounting experience applying basic accounting theory and principles to examine, account for, reconcile, analyze, and interpret standard accounting data and records,

and one of the following:

A Bachelor's degree in Accounting
A Bachelor's degree in any discipline that includes or is supplemented by 30 quarter (20 semester) credit hours in accounting
30 quarter (20 semester) credit hours in accounting and two years doing independent research and analysis which included making recommendations that resolved issues
30 quarter (20 semester) credit hours in any of the following: accounting principles, intermediate accounting, advanced accounting, finance, business law, cost accounting, accounting information systems, or auditing; and two years of accounting experience a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries
Credit hours must be upper division from a system of higher education (four-year institution accredited to grant Baccalaureate degrees). Fifteen quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the professional accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement.

Excellent oral and written communication skills. Ability to explain complex information so others understand.
Experience interpreting and applying policies, rules and statutes a it relates to financial operations
Ability to evaluate processes and procedures for opportunities to achieve efficiencies
Ability to evaluate problems and propose solutions to resolve and prevent future occurrences
Ability to work independently with little supervision
Proficiency in Microsoft Office software
Ability to prepare and analyze several different types of financial reporting relating to expenditures, revenue and budget status
Preference may be given to candidates with knowledge and skills related to the GAAP (Generally Accepted Accounting Principles) and the OAM (Oregon Accounting Manual) or equivalent financial standards
