The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses.

This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

This position is represented by the Service Employees International Union (SEIU).

Here’s what you will do:
The successful candidate will be 1 of 2 Senior Financial Insurance Examiner 2 positions which leads the examination teams examining foreign and domestic insurance companies doing business in Oregon, under the provisions of ORS 731.300 and 733.170, to determine their financial conditions, ability to fulfill and manner of fulfillment of obligation, the nature of operations, verify whether proper treatment has been give to policyholders, and compliance with the Insurance Code

Here’s what you need to qualify:
Hold the Accredited Financial Examiner designation offered through the Society of Financial Examiners
Requested Skills:
Close attention to details
Ability to prioritize work and tasks
Ability to learn and apply basic auditing techniques
Ability to maintain records for 50 domestic companies; tracking dates of maturing securities; tracking values of securities
Ability to maintain information on multiple databases for multiple entities; multitask.
Ability to research legal requirements
Ability to apply law to specific business transactions
General understanding of bonds and valuation of bonds
Ability to learn quickly
Ability to work with others, be a team player
Ability to be firm working with large corporations
Ability to work with Department of Justice/Lawyers & Liquidators
